On August 19, the Deo Ca Group Corporation inaugurated the second phase of the Dong Dang (Lang Son) – Tra Linh (Cao Bang) Expressway project, one of the 250 projects launched to commemorate the 80th National Day anniversary on September 2.

The 121-kilometer-long Dong Dang – Tra Linh Expressway is divided into two investment phases with a total investment of nearly VND 23,000 billion. The first phase, with a length of 93.35 kilometers, was inaugurated on January 1, 2024.

The second phase is implemented under the Public-Private Partnership (PPP) model, including the expansion of the 93.35-kilometer section from the first phase and the construction of a new 26.47-kilometer section to the Tra Linh border gate. With a total investment of VND 12,072 billion, this phase is expected to be completed by December 2027.

The consortium of investors comprises Deo Ca Infrastructure Group Joint Stock Company, Construction Investment 568 Joint Stock Company, Hoang Long – Joint Stock Company, Infrastructure Investment 559 Joint Stock Company, and Tan Thanh Joint Stock Company.

Speaking at the ceremony, Mr. Quan Minh Cuong, Secretary of the Cao Bang Provincial Party Committee, said that to ensure the goal of opening the first phase in 2025 and preparing for the second phase, the consortium of investors and contractors had mobilized 3,229 personnel and 1,456 machinery and equipment for 287 construction sites.

Currently, the output reached VND 3,980 billion out of VND 10,600 billion (38% of the contract value), equivalent to 60% of the output for the 2025 opening.

The Secretary of the Provincial Party Committee emphasized that the effective implementation of the first phase has laid a solid foundation and provided crucial momentum for the local governments of the two provinces and the consortium of investors to proceed with the second phase of the project.

“With the determination of all parties involved, the project will be completed one year ahead of schedule, setting a record, especially in the history of Vietnam’s transportation industry,” said Mr. Quan Minh Cuong.

According to Mr. Ho Minh Hoang, Chairman of Deo Ca Group, the first phase of the Dong Dang – Tra Linh project was initially planned for completion in December 2026. However, following Prime Minister Pham Minh Chinh’s directive to ensure the connectivity of the expressway from Cao Bang to Ca Mau by 2025, the investor, who is also the main contractor, adjusted the plan.

As a result, the investor and main contractor concentrated their resources to shorten the construction period by almost ten months, despite the challenging terrain and geology and unfavorable weather conditions.

Mr. Ho Minh Hoang shared that the completion of the first phase of the Dong Dang – Tra Linh Expressway would be a new milestone. When both phases of the project are concluded, it will be a token of gratitude to Cao Bang province from the infrastructure developers and a sincere expression of appreciation to General Secretary To Lam for his encouragement to the business community.
