The Government Office has just issued Document No. 7784/VPCP-KGVX dated August 20, 2025, to the Minister of Culture, Sports and Tourism, the General Director of Vietnam Television, the General Director of Vietnam Voice, and the General Director of Vietnam News Agency. The document conveys the direction of Prime Minister Pham Minh Chinh on researching and proposing plans for organizing concerts in the future.
Regarding the organization of concerts in the past, Prime Minister Pham Minh Chinh requested that the Minister of Culture, Sports, and Tourism take charge and coordinate with the General Directors of Vietnam Television, Vietnam Voice, and Vietnam News Agency to promptly study and report to the Prime Minister a plan to maintain and promote concerts, based on their functions, tasks, authority, and legal provisions.


Many concerts create a positive social impact, attracting tens of thousands of participants.
The concerts should emphasize innovation and encourage the creativity of artists and program organizers, utilizing modern performance technology. The Prime Minister directed that the concerts be named “Vietnam Spirit Festival” and suggested choosing suitable regions, provinces, and cities to host the events at appropriate times to create a positive effect and energize the entire nation.
Prime Minister Pham Minh Chinh also emphasized that measures should be taken to prevent any misuse of these events, ensuring that they do not fall short of quality standards, violate regulations or traditional values, or negatively impact the cultural environment and the spiritual lives of the people.
On August 10, Prime Minister Pham Minh Chinh visited and encouraged the crew of the V Fest – Thanh Xuan Ruc Ro concert, who were rehearsing in the rain.
Previously, at the online conference to review the work of the culture, sports, and tourism sector in 2024 and deploy tasks for 2025, Prime Minister Pham Minh Chinh suggested replicating the models of the “Anh Trai Vượt Ngàn Chông Gai” and “Anh Trai Say Hi” concerts to promote the cultural industry.
