After nearly two years of implementation, the Ministry of Public Security has completed the construction of the National Data Center No.1 in Hoa Lac High-tech Park, with a synchronous and modern system of equipment, meeting the set requirements. The center consists of three main components: the Data Exploitation and Analysis Center, the Innovation Center, and the Data Storage Center. Along with the National Database System, the center is considered the “heart” of digital transformation and the “brain” of the nation’s prosperous future; aligning with the spirit of Resolution 57-NQ/TW recently issued by the Politburo, which is being vigorously implemented.

At the ceremony, the Prime Minister and delegates were introduced to 21 digital platforms, core products, and utilities developed to build a “national digital ecosystem” based on centralized data. These include the National Data Sharing and Coordination Platform, the National Public Service Portal, the Government and Prime Minister’s Information System for Steering and Administration, and the Data Floor, among others.

The National Data Center under the Ministry of Public Security immediately commenced operations to serve Party agencies, the State, the Government, citizens, and businesses in administrative procedures, steering and administration, and the development of the digital economy and society, bringing core values. Moving forward, the Ministry of Public Security will focus on both operating the National Data Center No.1 and proceeding with the construction of the National Data Center No.2 and No.3 according to the planned roadmap.

One of the largest data centers in the region

Spanning over 20 hectares, the National Data Center is one of the largest data centers in Southeast Asia. It is the first national-level center to be awarded international certificates with the highest level of recognition. The center is designed to withstand disasters and maintain a high level of security and safety.

The first phase of the project was completed in over nine months, meeting all requirements and saving the state budget nearly VND 1,200 billion.

The “heart” of the country’s digital transformation

Prime Minister Pham Minh Chinh emphasized that the implementation of the National Data Center construction project has provided valuable lessons in managing and organizing large-scale, high-tech projects, which can be applied in the future.

To continue building the National Data Centers No.2 and No.3 and promote the value of the National Data Center, the Prime Minister directed the unification and promulgation of several viewpoints. He stressed that as the nation enters a new era of prosperity and the pursuit of the two hundred-year goals, it is imperative to break through in science, technology, innovation, and digital transformation, with the National Data Center serving as the heart of these efforts.

The Prime Minister assigned specific tasks to ministries, sectors, and agencies regarding the development of the National Data Center. The Ministry of Public Security was instructed to coordinate with relevant ministries and agencies to submit to the Government a decree on mechanisms for breakthrough innovation and data exploitation, with data as the core of the economy. On August 18, 2025, the Prime Minister signed and issued Decision No. 1751/QD-TTg approving the Data Strategy at the National Data Center.

The Ministry of Public Security is urged to promptly complete and operate the Integration, Sharing, and Coordination Platform for the National Data Center; deploy the Cloud Computing Platform and the Comprehensive Data Warehouse from the National Databases; and develop a data analysis system to serve the steering and administration of the Government and the Prime Minister, as well as the people and businesses. Close coordination with the VPCP is also emphasized to develop the National Public Service Portal as the “Single One-Stop Shop” based on the National Data Center.

The Ministry of Public Security is tasked with aggregating the digital infrastructure needs of ministries, sectors, and localities, designing and developing plans to expand and develop subsequent National Data Centers (regarding computing power, storage, backup, management, etc.) to meet annual growth requirements. Additionally, they are to develop a project for a concentrated Data Technology Park.

The Ministry of Public Security will take the lead in coordinating with relevant agencies to ensure information security and safety during the construction, deployment, administration, and operation of the important database information system at the National Data Center.

Regarding human resources, the Ministry of Home Affairs will coordinate with the Ministry of Science and Technology, the Ministry of Education and Training, and the Ministry of Finance to promptly build and issue mechanisms and policies to attract human resources, especially scientific and technological talents in innovation and digital transformation, from both domestic and international sources.

The Prime Minister also assigned tasks regarding proposing policies for human resources, staff training, ensuring operating funds, technical standards for the National Data Center, and international cooperation.

The Prime Minister affirmed that with the official operation of the National Data Center No.1 and the National Database System, we have taken a significant step forward in the national digital transformation journey, contributing to the development of a digital government, economy, society, workforce, and citizens.
