Celebrating the 80th National Day on September 2nd, the provinces of the northern midlands and mountains inaugurated and commenced several projects on August 19th.
Phu Tho: Inauguration of the Largest Irrigation Lake in Northern Vietnam and Key Industrial Projects
The projects inaugurated in Phu Tho include the Nam Binh Xuyen Industrial Park, the resettlement area for the Lao Cai – Hanoi – Hai Phong railway construction project, and the following key infrastructures: Canh Tang Lake, Unit 1 of Hoa Binh Hydropower Expansion, the 500 kV Vinh Yen Transformer Station, the Provincial Art and Culture Center, and the Yen Lac Regional Medical Center.
With a total investment of VND 4,128 billion, Canh Tang Lake is currently the largest irrigation project in Northern Vietnam, capable of storing 91 million cubic meters of water. The lake features a main dam nearly 55 meters high and 838 meters long, along with a secondary dam over 37 meters high and 131 meters in length. This project will provide irrigation for tens of thousands of hectares of agricultural land, ensure water supply for daily use, reduce flooding, and improve the ecological environment.

Lao Cai Commences Six Key Infrastructure Projects
Lao Cai Province commenced six key infrastructure projects, including the construction and business infrastructure of the Tran Yen Industrial Park (Phase I), the resettlement area for the Water-cooled Village, Au Lau Ward, serving the construction of the Lao Cai – Hanoi – Hai railway. Three other significant projects were also commenced, including Contract No. 14 for the construction of the Ngòi Phát Bridge as part of the Red Riverbank road project, connecting the border gate of Bản Vược to Y Tý; the project on land clearance and technical infrastructure in the Bản Qua area, serving the land clearance for the Lao Cai – Hanoi – Hai Phong railway; and the technical infrastructure project in the SX1 and SX2 areas belonging to the Kim Thanh – Bản Vược logistics center, creating a land fund to serve the railway and forming a modern logistics service center.
Tuyen Quang: Inauguration of a Road and Commencement of a Boarding School
On August 19, Tuyen Quang Province inaugurated the Bridge and Road Avoidance Project from Km183 to Km188, QL 37, Tuyen Quang Province. This infrastructure helps reduce traffic congestion in the town center and provides better connectivity to the Tan Trao Special National Relic Site.

The province also commenced the construction of the Thanh Thuy Boarding School for Secondary and High School Students. This project realizes the policy of building boarding schools in 248 border communes, as per the Announcement No. 81-TB/TW dated July 18, 2025, by the Politburo. Notably, this project received direct attention and guidance from General Secretary To Lam, who granted funding for its construction during his recent visit to Tuyen Quang.
Son La and Lai Chau Commence Construction of Border and Mountainous Area Schools
On August 19, the People’s Committee of Son La Province held a groundbreaking ceremony for the construction of the Phieng Khoai Boarding School for Primary and Secondary School Students in Phieng Khoai commune. This is the first of 13 schools to be built in Son La Province, as per the Conclusion No. 81-TB/TW of the Politburo on the policy of building schools for border communes.

Also, on the morning of August 19, the People’s Committee of Lai Chau commenced the construction of the Phong Tho Boarding School for Primary and Secondary School Students. This project features a modern design that meets the learning and living needs of students, with well-equipped classrooms, functional rooms, boarding facilities, and auxiliary items.

Dien Bien: Commencement of a Museum and Two Urban Areas
On the same day, Dien Bien commenced three projects: the Him Lam Residential Area, a commercial and service area for groups 17 and 18 in Dien Bien Phu Ward; the Dien Bien Museum; and the Muong Thanh A Urban Area in Dien Bien Phu Ward.

The Dien Bien Museum, approved by the Provincial People’s Committee in Decision No. 1878/QD-UBND dated October 18, 2024, has a total investment of VND 150 billion from the central budget. The project combines the Dien Bien Phu Victory Museum with historical relics such as A1 Hill, Muong Thanh Bridge, Do Cat Tunnel, and A1 Martyrs’ Cemetery to create a unique cultural and historical center for the province.
