From South Korea to Indonesia, CT Group Seals the Deal with Governments

As the buzz surrounding Vietnam’s first export order of 5,000 heavy-duty UAVs to South Korea continues to make headlines, CT Group swiftly responds with another impressive milestone – a collaboration with the Indonesian government. On August 20, 2025, CT Group signed a memorandum of understanding with Indonesia’s National Development Planning Agency (Bappenas) to develop policies and an ecosystem for the Low Altitude Economy, supporting the country’s national digital transformation.

Leading the Indonesian delegation was Mr. Rachmat Pambudy, Minister of National Development Planning, who plays a pivotal role in national strategy formulation and budget allocation. He is also a renowned professor at IPB University. The event was attended by representatives from various ministries, including the Ministry of Foreign Affairs and the Ministry of Higher Education, Science, and Technology, along with the participation of 10 top Indonesian universities: Universitas Terbuka, Universitas Udayana, IPB University, Universitas Surabaya, Indonesia Technology Institute (ITI), Perbanas Institute, Visi Nusantara Institute of Technology and Business (ITB Vinus), and Riau University.

Indonesia, with its ambition to become one of the top five economies in the world, is currently driving scientific and technological development and innovation in Southeast Asia. The country has chosen CT Group as its partner in the burgeoning field of the Low Border Economy or Low Altitude Economy (LAE).

The ceremony was held at the headquarters of Indonesia’s National Development Planning Agency and was graced by heartfelt speeches. Minister Rachmat Pambudy shared, “Four months ago, I visited CT Group’s headquarters in Ho Chi Minh City and was truly amazed by Vietnam’s technological advancements. The Low Altitude Economy and national digital transformation are two very important new areas for Indonesia. We look forward to a long-term collaboration with CT Group.”

But what is the Low Altitude Economy, and why are nations racing to embrace it? It is an entirely new economy built on cutting-edge technologies, currently experiencing explosive growth in advanced countries. A stunning example is China, which saw its LAE scale soar from $65 billion in 2023 to an expected $550 billion in 2025…

LAE is a multi-layered economic structure in low Earth orbit, taking place below 3,000 meters in altitude. It is a mapping of all terrestrial industries into space, achieving significantly higher productivity through advancements in drone technology, artificial intelligence, big data, and the Internet of Things. It also involves aircraft, balloons, space stations, and space management systems for surveillance, operation, and service provision.

The Indonesian government established the Low Altitude Economy Committee in 2024 and appointed powerful figures within the government to lead it. The committee seeks technical collaboration from China and other nations while allocating a massive budget of $900 billion for science, technology, innovation, and digital transformation.

Mr. Ta Van Thong, Vietnamese Ambassador to Indonesia, remarked, “We acknowledge and highly appreciate the cooperation between Indonesia’s National Development Planning Agency and CT Group, which elevates the relationship between our two nations to new heights, especially as we celebrate the 80th anniversary of our independence. The Vietnamese Embassy in Indonesia pledges its continued support and extends a warm welcome at all times…

At the event, CT Group also signed cooperation agreements with eight top Indonesian universities: Universitas Terbuka, Universitas Udayana, IPB University, Universitas Surabaya, Indonesia Technology Institute (ITI), Perbanas Institute, Visi Nusantara Institute of Technology and Business (ITB Vinus), and Riau University. These partnerships aim to maximize the potential of both parties in the fields of training, human resource development, and scientific research in high technology.

From partnerships with a leading hi-tech nation like South Korea to collaborations with a rising “awakened dragon” in the G20, Indonesia in Southeast Asia, CT Group’s journey is no longer a matter of luck or coincidence. It is a resounding testament to the world of Vietnamese will and intellect.
