In a move to streamline bureaucratic procedures, the Prime Minister has issued Decision No. 1757, which approves a plan to reduce and simplify administrative processes related to construction and business activities under the management of the Ministry of Construction. This decision results in a significant reduction of 25-75% in fees and processing time for various construction permits.
Most notably, the time required to obtain a new construction permit for Grade III and IV structures has been reduced by 25%, from 20 days to just 15 days.
For detached houses, the permitting process has been expedited even further, now taking only 10 days, a reduction of one-third from the previous 15-day timeline.
These streamlined processes also apply to adjustments, re-issuance of construction permits, and permits for repairs, renovations, or relocation of Grade III and IV structures, as well as detached houses.
As part of this reform, the authority to approve these permits will be decentralized, moving from the district to the commune level. This transition is planned to take place in stages, with a timeline set for 2025-2026.

According to the 2014 Construction Law, the time required to obtain a construction permit varies depending on the type of structure. For detached houses, the process should take no more than 15 working days from the date of receiving a valid application, while for other structures, it is 20 working days. The procedure for obtaining a construction permit consists of four steps, which must be completed within 15 days.
In the realm of housing, the new regulations eliminate the price and rent appraisal procedure for social housing and housing for the armed forces, expediting the process and bringing us closer to the goal of establishing a social housing fund to meet the needs of the people.
For procedures related to changing the function of a house (excluding public assets or houses in projects approved by the Provincial People’s Committee), the processing time has been reduced to 30 days.
In the real estate business sector, several procedures have been eliminated, including the issuance of new or renewed licenses for real estate exchanges.
Moreover, the new regulations bring about a reduction in fees for various procedures.
Specifically, the fee for issuing a new construction practice certificate has been lowered from 300,000 VND to 90,000 VND, and the fee for re-issuance has been reduced from 150,000 VND to 45,000 VND. For those seeking to change their construction practice certificates, the fee has been decreased to 90,000 VND, and the processing time shortened to 15 days, as opposed to the previous fee of 300,000 VND and a 25-day wait.
For procedures related to construction permits or adjustments thereof for foreign contractors, the new fee is a mere 500,000 VND, and the processing time has been reduced to 10 days, a significant improvement from the previous fee of 2 million VND and a 20-day wait.
Decision No. 1757 took effect on August 18, and the Ministry of Construction, along with relevant units, is responsible for amending, supplementing, or abolishing administrative procedures that are no longer relevant. If necessary, a single document may be used to amend multiple documents using a simplified procedure to ensure the effectiveness of the reduction and simplification of administrative procedures.
