
Hòa Phát, a leading Vietnamese steel manufacturer, has successfully avoided anti-dumping duties on its HRC exports to India, gaining a competitive edge in the Indian market. With a dumping margin of 0-10%, Hòa Phát’s steel products are exempt from additional tariffs, unlike other Vietnamese companies facing duties of 121.5 USD/ton due to higher dumping margins of 20-30%.
This favorable outcome highlights Hòa Phát’s internal capabilities and international legal expertise, showcasing the maturity of Vietnamese businesses in adapting to global market standards. By optimizing costs across production stages, from raw materials to finished products, Hòa Phát has been able to enhance product quality while maintaining competitive pricing. The company’s transparent accounting system ensures comprehensive and accurate data traceability, which played a crucial role during the Indian investigation.
The Indian Directorate General of Trade Remedies (DGTR) initiated an anti-dumping investigation on August 14, 2024, targeting hot-rolled coil (HRC) steel originating from or exported from Vietnam. The investigation covered HRC steel, both alloy and non-alloy, with thicknesses up to 25mm and widths up to 2100mm, falling under HS codes: 7208, 7211, 7225, and 7226. The investigation period for dumping was set from January 1, 2023, to March 31, 2024, while the period for injury investigation was from April 2020 to March 2024.
As the largest steel producer in Vietnam and Southeast Asia, Hòa Phát is poised to reach a designed steel capacity of 16 million tons per year by the end of 2025, with a focus on hot-rolled coils and high-quality steel for the mechanical manufacturing industry. With a dominant market share in Vietnam, Hòa Phát has also successfully exported various steel products to 40 countries and territories worldwide.
With the completion of the sixth blast furnace in September 2025, part of the second phase of the Hòa Phát Dung Quất steel complex project, Hòa Phát’s total steel production capacity will reach 16 million tons per year, including 9 million tons of hot-rolled coils.
