The Ho Chi Minh City People’s Committee Office has just announced the conclusion of the meeting between the leaders of the People’s Committees of Ho Chi Minh City and Dong Nai province regarding transportation projects connecting the two localities.
Accordingly, for the railway project connecting Tan Son Nhat and Long Thanh airports, the two sides agreed to assign the Ho Chi Minh City Department of Construction to take charge and coordinate with relevant departments to implement the Prime Minister’s directives and advise and propose to the People’s Committee before August 26.
Regarding the Cat Lai Bridge project, both Ho Chi Minh City and Dong Nai affirmed the necessity to invest in building a bridge to replace the ferry. The People’s Committee of Dong Nai province is identified as the managing agency.
The Departments of Construction of the two localities are assigned to urgently review, adjust, update and supplement related planning, ensuring synchronization and feasibility; and submit the plan to the People’s Committee before September 5.
At the same time, the two localities agreed to study the public investment mode for the Cat Lai Bridge project and propose the allocation of central capital for the period of 2026-2030.
The Departments of Finance of Ho Chi Minh City and Dong Nai urgently advise the leaders of the two localities to report to the Government on investment policies, special mechanisms, and implementation methods… to be completed before September 10.
In addition, the Dong Nai Department of Construction is assigned to coordinate with Ho Chi Minh City to complete the plan and coordination regulations for project implementation, submitting them to the leaders of the two localities for consideration and issuance before September 5.
For the Phu My 2 Bridge and Dong Nai 2 Bridge projects, the two localities basically agreed on the urgency of implementation. The People’s Committee of Dong Nai province will be the managing agency for the Dong Nai 2 Bridge project, while the Phu My 2 Bridge project will be under the management of the Ho Chi Minh City People’s Committee.
The Departments of Construction of the two localities will coordinate to review, agree on the locations of the bridges and connecting roads, and update them into the construction and land use planning. These tasks must be completed in August 2025.
Ho Chi Minh City and Dong Nai also agreed to study the PPP investment method, with the Departments of Finance of the two localities urgently agreeing and proposing to the leaders of the two localities to assign the task of formulating the investment proposal for the Phu My 2 Bridge and Dong Nai 2 Bridge projects in accordance with current regulations, to be completed in August.
In addition, the Ho Chi Minh City People’s Committee assigned the Department of Construction to coordinate with Dong Nai province and relevant units to establish a task force for the implementation of transportation projects connecting the two localities.
Accordingly, the Director of the Ho Chi Minh City Department of Construction will be the head of the task force, the Director of the Dong Nai Department of Construction will be the deputy head, and the members will be the leaders of the departments and sectors of the two localities.
The task force is responsible for building regulations, functions, tasks, and plans of action, prioritizing feasible projects, categorizing key projects for the period of 2026-2030, ensuring unified direction between the two sides, and advising the People’s Committee before August 31.
