“Tycoon Lê Thanh Thản Makes a Comeback”

On August 20, 2025, leaders of Tam Hung, Hanoi, had a meeting with the Muong Thanh Group to discuss the progress of urban projects in the area.

Since July 1, 2025, Tam Hung has been established by merging the entire natural area and population of My Hung, Tam Hung, Thanh Thuy, and Thanh Van communes in Thanh Oai District.

The Muong Thanh Group, owned by Mr. Le Thanh Thán, often referred to as the “Tycoon with a Cigar,” is one of the largest groups operating in the hospitality and real estate industries. They have a chain of hotels across Vietnam and numerous large-scale urban projects…

During the meeting, the leaders of Tam Hung requested that the Muong Thanh Group expedite the progress of their projects, especially the My Hung urban area, which was initiated in 2008 but has been delayed. The local authorities are ready to provide favorable conditions for the enterprise to implement the project and put it into operation as soon as possible.

Representing the Muong Thanh Group, Mr. Le Thanh Thản expressed his gratitude for the support of Tam Hung and pledged that the group would concentrate its resources on overcoming challenges and accelerating the progress of the projects.

Mr. Le Thanh Thản affirmed that Muong Thanh Group aims to accompany the local government and people in constructing modern and civilized urban areas, contributing to the socio-economic development of the region.

The meeting provided a clear direction and demonstrated the spirit of collaboration and determination between the government and the enterprise. With the joint efforts and commitments from both sides, the urban projects in Tam Hung are expected to be strongly promoted, marking a breakthrough in the process of building a civilized and modern urban commune.

Attracting Major Investors: Vingroup, Ecopark, and More

According to the leaders of Tam Hung, the locality is focusing on planning subdivisions and regional planning to form smart urban areas along important transport axes, driving the development of trade and services.

The leaders of Tam Hung affirmed that this is a “golden opportunity” to boost the urbanization process. The local government pledged to closely coordinate and accompany enterprises during the project implementation.

In addition to the Muong Thanh Group owned by Mr. Le Thanh Thản, Tam Hung has recently proactively worked and cooperated with large corporations such as Vingroup, Ecopark, and HDMon to implement key projects. This contributes to transforming the area and creating an important premise for urban development in the next phase.

Specifically, on July 30, 2025, the leaders of Tam Hung and representatives of Ecopark Group had an important meeting to strategize their investment cooperation in the coming time.

At the meeting, the leaders emphasized the potential of Tam Hung after the merger and expressed their desire to collaborate with renowned investors like Ecopark to materialize the vision of building an eco-green and sustainable urban area.

Mr. Nguyen Duc Canh, Vice President of Ecopark Group, appreciated the foresight and receptiveness of Tam Hung’s leaders and affirmed that the locality possesses all the necessary conditions to propose the implementation of large-scale investment projects. Ecopark pledged to accompany the locality in researching and developing green and happy urban models, bringing long-term value to the community.

Both sides agreed to continue working closely, ensuring compliance with the law and conforming to the development planning of Hanoi and the locality.

Earlier, on July 28, Tam Hung also had a meeting with Vingroup and consulting units to discuss and unify the plan for studying and establishing a subdivision planning for new urban areas in the area.

Mr. Pham Thieu Hoa, Chairman of Vinhomes, highly appreciated the potential of the Tam Hung, Binh Minh, and Thanh Oai areas and committed to closely coordinating with the locality to form a practical planning idea, contributing to the formation of a modern, green, clean, and smart urban area.

It is known that in early April 2025, Vingroup sent a document to the People’s Committee of Hanoi proposing to implement a new urban area project in Kim Bai town and Thanh Van, Cao Vien, Kim An, Tam Hung, and Thanh Cao communes (in the old Thanh Oai district). The expected scale is about 1,470 hectares, with a total investment of about VND 75,000 billion.

Also in April, in the old Thanh Oai district, HDMon Joint Stock Company sent a proposal to the People’s Committee of Hanoi about investing in the Eco-golf urban area along the Day River. The proposed area is over 291 hectares, with a total investment of about VND 10,000 billion.

The expected implementation period is from 2025–2030. The orientation is to build a green urban area with diverse utilities and an international-standard golf course along the Day River.

According to the master plan for Hanoi’s capital, Tam Hung, after the merger, has a total area of 2,945 hectares. Of which, urban land accounts for 984 hectares, or 33.4% of the total area of the commune.

Notably, the land planned for new urban areas is about 155 hectares, My Hung urban area is 142 hectares, and the urban area west of Ring Road 4 is about 687 hectares, creating great potential for the development of modern and large-scale urban areas.
