Deploying Nuclear Power in Ninh Thuan: The Government’s Comprehensive Strategy

The government has just issued Resolution 249 on the Plan to implement Resolution 189/2025/QH15 of the National Assembly, providing special mechanisms and policies for the investment and construction of the Ninh Thuan Nuclear Power Project.

The Resolution outlines ten specific tasks for ministries, sectors, and localities to implement the construction projects of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants as follows:

Regarding the assignment of investors for the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects, the Ministry of Industry and Trade (MoIT) took the lead in coordinating with relevant ministries and sectors to issue a directive document from the Prime Minister in April 2025.

The implementation plan also requires the MoIT to coordinate with relevant ministries and agencies to issue a directive document from the Prime Minister on agreeing on the negotiation of international treaties with partners as a basis for negotiating agreements on the implementation of the Ninh Thuan 1 Nuclear Power Project in May 2025, striving to complete it by September 2025 for the Ninh Thuan 2 project.

In addition, the MoIT, in coordination with relevant ministries, agencies, the Vietnam Electricity (EVN) and the Vietnam National Oil and Gas Group (PVN), will organize negotiations to complete the processes, procedures, and signing of international treaties with partners on investment cooperation in the construction of the two projects. It aims to complete this by September 2025 for the Ninh Thuan 1 project and by December 2025 for the Ninh Thuan 2 project.

The Ministry of Finance will take the lead in negotiating and completing the processes, procedures, and signing of international treaties with partners on credit provision for the two projects, aiming to complete this by September 2025 for the Ninh Thuan 1 project and by March 2026 for the Ninh Thuan 2 project.

The Ministry of Science and Technology (MoST) is assigned to coordinate with the International Atomic Energy Agency (IAEA) to complete the Integrated Nuclear Infrastructure Review (INIR) report by the IAEA in 2025. At the same time, the MoST will coordinate with relevant ministries and sectors to build and promulgate a master plan for developing nuclear power infrastructure and research on participating in necessary multilateral international treaties in the field of atomic energy. The target completion year is 2026.

Additionally, the MoST is also assigned to review and amend decrees and circulars related to the Law on Atomic Energy regarding nuclear power plants, which must be completed by the end of 2025.

In terms of project organization, EVN and PVN will submit dossiers requesting approval for adjustments to the investment policy for the projects for competent authorities to consider and approve. It is expected to be completed during the National Assembly session in October-November 2025 (for the Ninh Thuan 1 project) and no later than May 2026 for the Ninh Thuan 2 project.

Subsequently, the State Appraisal Council, chaired by the Ministry of Finance, will appraise and submit the investment project and site approval dossiers to the Prime Minister for approval in 2026.

The implementation plan also assigns the People’s Committee of Khanh Hoa province to make efforts to quickly implement the relocation, resettlement, and land clearance.

The MoST will participate in implementing the propaganda scheme on the orientation and tasks of developing nuclear power. This task will be implemented according to the requirements during the project implementation process.

The Ministry of Education and Training is assigned to take the lead in building and submitting to the Prime Minister for approval a project to train human resources for nuclear power and then immediately implement it.

Throughout the investment and construction process of the projects, EVN, PVN, and relevant agencies are responsible for managing the use of capital and resources to ensure economy, efficiency, anti-corruption, anti-wastefulness, anti-negativity, and guarantee national defense, security, social order and safety, radiation safety, and environmental protection.

Notably, the implementation plan also states that an inter-sectoral working group comprising representatives from the ministries of Defense, Public Security, Finance, Government Inspectorate, State Audit Office, etc., will be established in 2026.

This working group is responsible for supervising the implementation of anti-corruption, anti-wastefulness, and anti-negativity measures during the implementation of the projects.
