The Haiphong Construction Department has authorized Vinhomes to sell 548 apartments in the first phase of its social housing project in Hai An Ward, located within the Dinh Vu – Cat Hai Economic Zone. This decision follows a thorough review of the developer’s documents and an on-site inspection of the construction progress.

The number of apartments approved for sale accounts for approximately 14.4% of the total of over 3,800 social housing units in the entire project. Construction of this, the seventh social housing project in Haiphong, began in early 2024 and it is now considered the largest of its kind in the city, boasting the most synchronized infrastructure and utilities in this segment.
Upon completion, the project will offer 3,804 social housing units, comprising 3,026 for sale and the remainder for rent. The apartments range from 28.8 to 70 square meters in net area, catering to the diverse needs of residents.
According to the developer, the tentative selling price ranges from VND 20 million to VND 31.99 million per square meter, with an average of about VND 23.5 million per square meter. Thus, the smallest apartment in the project is priced at approximately VND 677 million, while the largest is around VND 1.64 billion. Vinhomes is currently accepting purchase registration until September 15th.
Haiphong is a leading province in Vietnam when it comes to social housing development. In 2025, the city aims to complete 10,785 units, slightly exceeding the plan by 1%. By 2030, Haiphong is targeted to develop a minimum of 33,500 social housing units to meet the growing demand of urban residents and workers in industrial zones.
