Prime Minister Establishes a Forward Command Post for Typhoon Response

As Typhoon No. 5, one of the strongest storms in recent years, wreaked havoc, the Prime Minister established a forward command post led by Deputy Prime Minister Tran Hong Ha. This task force was specifically deployed to oversee and direct disaster prevention and control efforts in the Central region.

On the evening of August 24th, Prime Minister Pham Minh Chinh, Head of the National Civil Defense Steering Committee, is expected to chair an onsite and online meeting at Military Zone IV (Nghe An) to direct emergency responses to the upcoming storm. The logistics, transportation, and communication support for the forward steering committee are coordinated by the Office of the National Civil Defense Steering Committee, Military Zone IV, and relevant ministries, ensuring seamless operations in all scenarios.

According to the National Center for Hydro-Meteorological Forecasting, as of 3:00 PM on August 24th, the storm had intensified to level 13, with gusts of up to level 15, and is expected to reach level 14 with gusts of up to level 16 in the next 12 hours. This storm has a broad circulation, moves rapidly, and draws energy from the southwest monsoon and warm ocean waters, making it highly likely to strengthen further.

The most concerning aspect is the storm’s composite impact: fierce gusts at sea, extraordinarily heavy rainfall in the lowlands, potentially exceeding 600-700 mm in localized areas, and the risk of flash floods and landslides in mountainous regions. This storm’s destructive potential is comparable to that of Storm Yagi in 2024 and may even surpass that of Storm No. 10 in 2017, which caused significant damage in Ha Tinh. As a result, the disaster risk alert has been raised to level 4, indicating a very high level of risk.

In the next 12-24 hours, the storm is forecast to move west-northwest at a speed of approximately 20 km/h, with the eye likely to make landfall in the provinces from Thanh Hoa to north of Quang Binh, primarily affecting Nghe An and Ha Tinh by noon to afternoon on August 25th.

Earlier, the Prime Minister consecutively issued Official Dispatches No. 141/CD-TTg (August 22) and 143/CD-TTg (August 23), instructing ministries, sectors, and localities to urgently implement response measures and refrain from any complacency. Provinces from Quang Ninh to Quang Ngai, particularly Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, and Thua Thien Hue, are required to postpone non-essential meetings and mobilize the entire political system for storm prevention and control efforts.

The Prime Minister emphasized that the top priority is to safeguard the lives and property of the people and the state, especially as the country prepares to celebrate the 80th National Day on September 2nd.
