On August 21st, the People’s Committee of Ho Chi Minh City issued a document to the Management Board of Investment and Construction of Traffic Projects (Traffic Management Board) and relevant agencies, urging the acceleration of the An Phu Intersection Project.
Accordingly, the Chairman of the City People’s Committee instructed the Traffic Management Board to inspect and review all contractors, tighten contract management, and apply sanctions to inefficient and sluggish contractors. Measures such as workload reallocation, personnel replacement, capability assessment, and updates on the national bidding system should be implemented, with reports sent to the City People’s Committee and the Department of Construction before August 25th.
The City People’s Committee also instructed the investor to enhance construction progress management and requested consulting supervision units to heighten their sense of responsibility and fully perform their duties at the site to ensure progress and quality.

The Traffic Management Board was also instructed to urge contractors to strengthen resources, equipment, and manpower, expand construction sites, and organize “3 shifts and 4 teams” to make up for the delayed schedule. They should also construct a detailed schedule for the remaining items, focusing on completing the committed items and volumes in the contract to ensure the overall progress as planned. The contractors are held accountable before the law and the investor if they violate their contractual commitments. This must be reported to the City People’s Committee and the Department of Construction before August 25, 2025, to serve as a basis for project management and direction.
The Director of the Traffic Management Board of Ho Chi Minh City was assigned to urgently implement the directions of the City People’s Committee, complete the project, and put it into operation before December 31st of this year, in accordance with Resolution No. 11 dated April 22, 2021, of the City People’s Council.
The Director of the Traffic Management Board will be directly responsible to the Chairman of the City People’s Committee if the project experiences further delays.
Additionally, the City People’s Committee assigned the Ho Chi Minh City Police to coordinate traffic control and ensure safety during the construction process. The Department of Finance was instructed to promptly resolve issues related to the over 22,000 square meter land area in An Phu ward and report to the City People’s Committee before August 26th.
