On August 22nd, the Party Committee of Ben Thanh Ward, Ho Chi Minh City, organized its First Congress for the term 2025-2030. The event was attended by Dang Minh Thong, Deputy Secretary of the HCMC Party Committee.

Ben Thanh – The City’s “Heart” Ward

At the congress, the Executive Committee of the Ben Thanh Ward Party Committee for the term 2025-2030 was introduced, comprising 31 members. Ms. Hoang Thi To Nga was elected as the Secretary of the Party Committee and Chairwoman of the Ward People’s Council; Mr. Nguyen Kim Duc as the Standing Vice Secretary of the Party Committee; and Ms. Mai Thi Hong Hoa as the Vice Secretary of the Party Committee and Chairwoman of the Ward People’s Committee.

Ms. Hoang Thi To Nga, born in 1971 in Quang Tri Province, holds a Master’s degree in Party and State construction, a Bachelor’s degree in Administration and Philosophy, and a high-level political theory qualification. She has a long career in the former District 1 and previously served as the Standing Vice Secretary of the District 1 Party Committee before the implementation of the two-level local government model.

In his directive speech, Deputy Secretary Dang Minh Thong acknowledged and highly appreciated the great efforts and achievements of the Party Committee, authorities, Fatherland Front, mass organizations, and people of Ben Thanh Ward during the past term.

“Ben Thanh Ward, as the city’s central ward and its ‘heart,’ possesses unique historical, cultural, political, and economic values, bearing a special responsibility in contributing to the realization of the city’s strategic goals,” remarked Deputy Secretary Dang Minh Thong.

For the upcoming term, Deputy Secretary Dang Minh Thong suggested that Ben Thanh Ward should continue to build a truly strong and comprehensive Party Committee and political system. “This is the foundation for all victories,” he emphasized.

Additionally, the ward should maximize its central advantages to develop its economy, night-time economy, high-end commerce and services, and cultural tourism in conjunction with the growth of the digital economy.

According to the Deputy Secretary, the ward needs to quickly shape a new development space, synchronously exploiting socio-economic infrastructure, high-quality human resources, and commercial and service potential; unleashing internal strengths as a long-term basis while vigorously attracting external resources to create breakthroughs.

“The goal is to build the Ben Thanh brand with a reach both domestically and internationally, making it a place that everyone wants to visit,” Mr. Dang Minh Thong suggested.

Putting the Interests of the People First

Deputy Secretary Dang Minh Thong stated that Ben Thanh Ward needs to develop its economy in tandem with sustainable urbanization, focusing on infrastructure improvement, striving for the elimination of dilapidated apartment buildings, and proposing solutions to address unfinished construction projects, particularly in the Ben Thanh Quadrangle, to promptly develop commerce and services and prevent waste…

Given its unique position as the center of the city, home to numerous key agencies, projects, and areas with a high concentration of international visitors, the Party Committee, authorities, and armed forces of the ward must consider ensuring political security and social order and safety as a crucial and continuous task.

With the implementation of the two-level local government model, the Ben Thanh Ward Party Committee must demonstrate its leadership role as the nucleus and the solid foundation of the entire local political system in achieving the set goals and plans.

To promptly implement the Congress’s Resolution, the Deputy Secretary proposed that the Executive Committee of the Ward Party Committee should urgently organize the dissemination and concretization of the Resolution into programs and plans for execution. Clear tasks and responsibilities should be assigned to each level, sector, and individual following the principle of 5 “Clear” aspects: Clear personnel, clear tasks, clear responsibilities, clear timeframe, and clear results.

Ben Thanh Ward was established on July 1, 2025, through the merger of the former Ben Thanh, Pham Ngu Lao, part of Cau Ong Lanh, and part of Nguyen Thai Binh wards in the previous District 1. The ward covers an area of 1.8 square kilometers, comprising 27 neighborhoods and a population of 72,000 people. The Ward Party Committee is directly under the HCMC Party Committee and leads 71 grassroots-level Party organizations with 2,223 Party members.
