“Cracking Down on Fraud: The Ministry of Home Affairs Takes a Stern Approach to Misuse of Policy Benefits Under Decree 178”

The Government Steering Committee urges heads of agencies and units to take responsibility and accurately identify individuals subject to the provisions of Decree 178 (as amended and supplemented by Decree 67). This is to ensure timely resolution, streamline staffing, improve team quality, and prevent instances of responsibility evasion or policy exploitation.

Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Government Steering Committee for Administrative Unit Arrangement at all levels and building a model of two-level local government, has just issued Official Letter No. 18/CV-BCĐ sent to central agencies and localities on the implementation of policies and regimes according to Decree No. 178/2024/NĐ-CP.

The Official Letter clearly states that on August 1, 2025, the Politburo and the Secretariat issued Conclusion No. 183-KL/TW, requesting an urgent completion of resolving policies and regimes for officials, civil servants, public employees, and laborers affected by the reorganization of the political system’s apparatus.

However, through a synthesis of reflected opinions and a follow-up on the implementation of regime and policy resolution for officials, civil servants, public employees, and laborers according to Decree No. 178/2024/NĐ-CP (amended and supplemented by Decree No. 67/2025/NĐ-CP), there have been cases of buck-passing, shirking responsibilities, and policy exploitation during the process of proposing competent authorities to consider and resolve policies and regimes.

Accordingly, to promote the effectiveness of the humane nature of the policies and ensure that the resolution of policies and regimes is conducted rigorously and in accordance with regulations, the Steering Committee for the Arrangement of Administrative Units at all levels and the Construction of a Two-Level Local Government Model of the Government proposed that the heads of ministries, branches, and localities implement three key contents.

Firstly, strengthen the propagation and strict implementation of the Party’s guidelines on the realization of policies and regimes for subjects affected by the reorganization of the political system’s apparatus and administrative units.

Secondly, direct the heads of agencies, organizations, and units to heighten their sense of responsibility in accurately identifying subjects for timely resolution in accordance with Decree No. 178/2024/NĐ-CP (amended and supplemented by Decree No. 67/2025/NĐ-CP), associated with the realization of the objective to streamline the apparatus and restructure and enhance the quality of the contingent of officials, civil servants, and public employees. This should be done without causing a situation of shirking responsibilities and exploiting policies when proposing, considering, and resolving policies and regimes within the scope of authority.

Thirdly, strictly handle cases and acts of profiteering and violation in the consideration and resolution of policies and regimes for subjects within the scope of management as prescribed by law.

Previously, at the meeting of the Party Committee of the Government and the Government on evaluating the situation after two months of operating the two-level local government, Minister of Home Affairs Pham Thi Thanh Tra stated that the Ministry of Home Affairs had issued Official Letter No. 6383/BNV-TCBC dated August 13, 2025, guiding the implementation of Conclusion 183 of the Politburo, including the termination of the implementation of regimes and policies according to Decree No. 178/2024/NĐ-CP (amended and supplemented by Decree No. 67/2025/NĐ-CP) on August 31, 2025.

“This is a significant issue, implemented within a short period, so many localities face difficulties. The Ministry of Home Affairs has guided agencies and localities to thoroughly review and accurately identify subjects eligible for policy-based dismissal, without causing a situation of widespread dismissal, while focusing on retaining capable officials to ensure team quality,” said the Minister of Home Affairs.

Regarding the resolution of regimes and policies for officials, civil servants, and public employees, as of August 19, the total number of people with dismissal decisions was 94,402, of whom 81,995 had their financial approval proposals approved by competent authorities (over 50,000 people have received money).

It is expected that by the end of August, the number of dismissals according to Decree 178 will increase by about 6,000 – 7,000 people. Thus, the estimated number of dismissals resolved according to Decree 178 is about 100,000 people.
