Wife of Alibaba’s Real Estate Tycoon Allegedly Fabricated Medical Records for Leniency

As reported by Tien Phong , the Supreme People’s Procuracy Investigation Agency has recently concluded its investigation and proposed the prosecution of 33 defendants on charges of “Bribery, Accepting Bribes, Bribery Brokerage, and Abuse of Power” at the Central Mental Health Forensic Institute in Bien Hoa (Ministry of Health, located in Dong Nai province).

Among those proposed for prosecution are two former institute directors, Le Viet Hung and Bui The Hung, and 18 officials, mostly department-level leaders, accused of “Accepting Bribes and Abuse of Power in the Performance of Official Duties.”

Notably, defendant Vo Thi Thanh Mai, wife of Alibaba real estate tycoon Nguyen Thai Luyen, is accused of fabricating mental health records to receive a reduced sentence during her trial.

Specifically, in May 2022, while Vo Thi Thanh Mai was an external defendant in a “Fraudulent Appropriation of Property” case involving her husband’s company, she allegedly paid VND 80 million to defendant Nguyen Thi Kieu Mong Loan, a freelance worker from Ben Tre, to arrange for her (Mai’s) mental health records.

Loan then transferred VND 70 million to Cao Tri Trung, a patient under mandatory treatment at the Central Mental Health Forensic Institute in Bien Hoa, keeping VND 10 million as profit.

Trung then asked Vo Duc Duong, a nurse at the institute, for help and gave him VND 70 million. Duong then handed over VND 50 million to Dr. Nguyen Thanh Quang and kept VND 20 million for himself.

The investigation agency concluded that Nguyen Thi Kieu Mong Loan and Vo Duc Duong committed “Bribery Brokerage,” while Nguyen Thanh Quang committed “Accepting Bribes.”

Defendant Spent Hundreds of Millions on Fake Mental Health Records

In a similar case, defendant Nguyen Phu Quang was sentenced to 10 months in prison for “Intentional Infliction of Injury” by the People’s Court of Bien Hoa (Dong Nai) in November 2021.

Subsequently, Nguyen Thi Huyen Van (Quang’s wife) contacted Le Thi Mong Dao, a friend, to seek help for Quang to receive a suspended sentence or mandatory treatment instead of serving his prison term.

According to the conclusion, Van gave a total of VND 650 million to Dao, who then transferred VND 450 million to Le Duy Khanh.

At this stage, Le Duy Khanh confessed that he contacted defendant Ha Ngoc Khanh, a doctor at the institute, and gave him VND 100 million to arrange for Nguyen Phu Quang’s mental health records and mandatory treatment to avoid serving his prison sentence.

As a result, Quang was admitted to the Bien Hoa Mental Health Institute from September 29, 2022, to October 26, 2022, before being discharged.

Former doctor Ha Ngoc Khanh admitted to receiving money from Le Duy Khanh and then giving a total of VND 45 million to Le Van Hung, the director of the Bien Hoa Mental Health Institute, to request Quang’s admission to the institute and confirmation of his mental health treatment to postpone the trial.

According to the Procuracy, Le Thi Mong Dao, Le Duy Khanh, and Ha Ngoc Khanh committed “Bribery Brokerage,” while Le Van Hung and others committed “Accepting Bribes.”

In another case of falsifying medical records, the prosecution accused Phan Van Thanh, a resident of Cu Chi district, Ho Chi Minh City, of asking Le Vu Hong Son, a freelance worker, for help in creating mental health records and undergoing treatment so that he could provide these records to authorities if he violated the law in the future.

Son approached Dr. Pham Van Thang at the Central Mental Health Forensic Institute in Bien Hoa and was asked to pay VND 50 million to fabricate Thanh’s medical records. Son then demanded VND 100 million from Thanh.

The conclusion stated that Dr. Thang committed “Accepting Bribes,” while Son committed “Bribery Brokerage.”
