Get Ready for the APEC 2027: Major Projects to Commence in September

With APEC 2027 on the horizon, there's a renewed sense of urgency to accelerate the development of key projects and infrastructure on the beautiful island of Phu Quoc. Embodying a spirit of diligence and accountability, the island is transforming itself into a bustling hub, ensuring that no delays hinder its progress.

An Giang Province People’s Committee Chairman Ho Van Mung gave drastic directions and emphasized that all projects and constructions in Phu Quoc Special Zone serving the APEC 2027 Summit must complete legal procedures and necessary conditions, with construction starting simultaneously in September 2025. This is the province’s key task, and there is no room for delay.

With the goal of welcoming the APEC 2027 event, the key projects and constructions on Phu Quoc Island, also known as the Pearl Island, are accelerating with a sense of “urgency and responsibility, leaving no room for tardiness.”

Despite the challenges in implementing this task, the An Giang provincial leaders have requested that the assigned departments, branches, localities, and investors overcome difficulties and prioritize efforts, determination, and the highest sense of responsibility, especially the responsibility of the leaders, to ensure that all projects are started in September. This is not only a matter of provincial and national honor but also an opportunity for Phu Quoc’s remarkable development in the coming time.

Accordingly, the province urgently completes adjustments to the planning in the Phu Quoc Special Zone to speed up the implementation of projects and constructions. The assigned departments and sectors have specific and clear tasks to shorten the approval and construction permit granting process. Site clearance is accelerated with the motto of “6 Clears” (clear people, clear tasks, clear products, clear time, clear responsibilities, and clear authority).

One of the most critical bottlenecks is the legal procedures and site clearance for projects, which the An Giang Department of Agriculture and Environment is coordinating with the Phu Quoc Special Zone and related units to resolutely handle.

A special working group on site clearance is established, with a plan associated with feasible solutions that both comply with legal regulations and accelerate the progress, effectively shortening the implementation time.

Specifically, priority is given to proper legal procedures for the area of land recovered with the agreement of the people, which will be handed over to investors for construction immediately.

For land that has not been cleared, focus is placed on propaganda, mobilization, and persuasion, along with the issuance of prices and full compensation policies. Compensation plans for each case are urgently completed.

For those who deliberately disagree, after multiple rounds of mobilization and the provision of adequate policies, they will be strictly handled according to regulations.

Functional units coordinate support in handling these cases, ensuring that the mobilization time does not prolong and affect the overall project progress. Additionally, flexibility in resettlement is encouraged, and investors are urged to use their housing funds to arrange resettlement and motivate people to agree to land handover.

Next, the leader in charge of APEC 2027, along with functional departments, sectors, and related units, strengthens inspection and continuous urging at the construction site to promptly handle and remove difficulties and obstacles to ensure the efficiency and progress of each project and construction.

The province tightens the reporting regime and installs a management application for provincial leaders and assigned officers to closely monitor the progress of projects and constructions, updating daily and accurately grasping the situation to promptly resolve difficulties and obstacles in implementing the projects.

Chairman of the An Giang Provincial People’s Committee, Ho Van Mung, requested the Department of Finance, as the unit in charge, to synthesize and report periodically and in-depth to the Provincial People’s Committee before the 25th of each month or make unexpected reports. The report must clearly state the progress, difficulties, and obstacles and give an overall assessment, identifying the exact reasons for the delay in the project’s progress.

According to Decision No. 948/QD-TTg dated May 17, 2025, of the Prime Minister, the old Kien Giang province, now An Giang, is assigned to implement 21 projects, divided into two groups: public investment projects, projects invested in the form of public-private partnership (PPP) and business investment; with a total expected investment of VND 137,138 billion.

Accordingly, Group 1 comprises 10 public investment projects with a total expected capital of VND 20,166 billion, including: Cua Can Lake, Duong Dong 2 Lake, construction of dykes and land leveling for the construction of the APEC Conference Center and functional works, DT.975 road (from DT.973 – Phu Quoc Airport – DT.975 – DT.973), the first segment of the urban railway, APEC Boulevard, construction of underground technical infrastructure in the An Thoi area, underground technical infrastructure in the Duong Dong area, investment in technical infrastructure and digital transformation to build a smart monitoring and management center for the comprehensive management of the Phu Quoc Special Zone, and the resettlement area projects of Cua Can Lake, Suoi Lon Lake, An Thoi, and Ham Ninh.

However, due to the urgency of the first urban railway project, the province proposed to the Central Government to convert this project to a direct business investment form and select an investor in a particular case.

At the same time, two projects are added: investing in the eastern coastal road of Phu Quoc Island, about 44 km long and 60 m wide, with a total investment of about VND 14,100 billion; and the coastal road connecting An Thoi Port, about 2.7 km long and 30-60 m wide, with a total investment of about VND 2,650 billion.

Following this, Group 2 comprises 11 projects invested in the form of PPP and business investment, with a total expected investment of VND 116,972 billion. These include the expansion of Phu Quoc International Airport, the APEC Conference Center, the Bai Bon waste treatment area, the Bai waste-to-energy power plant, the An Thoi solid waste treatment plant, the An Thoi concentrated wastewater treatment plant, the Duong Dong concentrated wastewater treatment plant, the Duong Dong 2 water plant, the Cua Can water plant, the mixed urban area – Red Soil, and the mixed urban tourism ecological area of Nui Ong Quan.
