Steel Giant Hoa Phat Avoids Anti-Dumping Duty on Hot-Rolled Coils in India

The Directorate General of Trade Remedies (DGTR) of India has announced its final conclusion regarding the anti-dumping investigation into hot-rolled coil (HRC) steel imports from Vietnam. As a result, HRC products manufactured by Hoa Phat Group Joint Stock Company (HOSE: HPG) will not be subject to anti-dumping duties.

The key to Hoa Phat’s success lies in maintaining a tight rein on production costs while enhancing product quality to meet international standards at competitive prices. Their transparent accounting practices and comprehensive data traceability further bolstered their case. Throughout the investigation, Hoa Phat proactively cooperated with Indian authorities, providing timely and necessary information.

The investigation, initiated on August 14, 2024, focused on hot-rolled alloy and non-alloy steel coils (uncoated, not clad or plated) with a maximum thickness of 25mm and a width of up to 2,100mm, falling under HS codes 7208, 7211, 7225, and 7226. The period for examining dumping ranged from January 1, 2023, to March 31, 2024, while the period for assessing injury spanned from April 2020 to March 2024.

Hoa Phat, currently the largest steel producer in Vietnam and Southeast Asia, boasts a design capacity of 16 million tons per year, with hot-rolled steel coils and high-quality steel accounting for a significant proportion. Their products have gained a foothold in 40 countries and territories worldwide.

With the anticipated completion of Blast Furnace No. 6 in September 2025, part of the second phase of the Dung Quat 2 Iron and Steel Production Complex project, Hoa Phat’s total output is projected to reach approximately 16 million tons per annum, including 9 million tons of hot-rolled steel coils.
