The Deo Ca Pass Project: A Collaboration with Chinese Infrastructure Enterprises, Emphasizing Technology Sharing and Transfer.

The Deo Ca Group and Hoa Thiet Design Group (China) recently joined forces in a strategic partnership. The two companies met to discuss and formalize their collaboration, marking a significant step forward in their respective endeavors.

The meeting took place as Deo Ca Group is ramping up its collaboration with international partners to enhance its human resources and adopt modern technology in preparation for upcoming key transportation projects in Vietnam.

Kicking off the meeting, Mr. Ho Minh Hoang, Chairman of Deo Ca Group, affirmed that the collaboration with Hoa Thiet Group is a significant move to materialize the spirit of private enterprises’ initiative and creativity in implementing Resolution 68 to create infrastructure breakthroughs in the new era.


Frankly pointing out the limitations of domestic consulting and design units, Mr. Ho Minh Hoang believes that this field needs to further enhance its quality and efficiency, aiming for widespread digital technology application, especially in the projects undertaken by Deo Ca Group. Hence, the support of capable and experienced partners like Hoa Thiet is essential.

Additionally, Deo Ca Group and its Chinese partner also aim to establish a joint venture to provide consulting services for infrastructure projects in Vietnam, targeting a listing on the Vietnamese stock market within the next five years and internationalizing their operations.

Commenting on Deo Ca Group, Professor Duong Ve Dong, Chairman of Hoa Thiet Group, stated that the two groups share similarities in their enterprise development orientation, corporate culture, and enthusiastic dedication to their nations’ progress.

According to Professor Duong Ve Dong, Hoa Thiet Group’s visit to Vietnam has three objectives: First, to strengthen relations with Deo Ca Group, leveraging each other’s strengths to achieve comprehensive cooperation.

Second, upon the invitation of Chairman Ho Minh Hoang, Hoa Thiet Group has seriously considered and is prepared to participate in several significant projects in Vietnam. Thus, during this visit, they have brought along a team of leading experts and technicians to delve into the projects undertaken by Deo Ca Group. Third, through discussions and exchanges, the two groups will clarify their specific collaboration modalities and plans for the future.

“We are a multi-disciplinary private consulting group with a formidable team of engineers and experts in architecture and infrastructure. Many large-scale bridge and tunnel projects in China and worldwide have featured the involvement of Hoa Thiet Group, and we actively contribute to policymaking in our country based on our practical experience. Therefore, we believe we can provide substantial support for Vietnam’s key projects,” said Professor Duong Ve Dong.

During the meeting, the leadership of the two groups agreed on several cooperation aspects. Specifically, they plan to form a joint venture, collaborating in the following fields: transportation infrastructure, sustainable urban development integrating TOD/EOD and smart city solutions, intelligent construction technology, and autonomous transportation systems…

Moreover, to facilitate knowledge sharing and technology transfer, the two groups will establish a mechanism for expert-level personnel exchanges to handle key projects, conduct professional exchanges, train human resources, and transfer technology (including TBM tunnel design, railway technology, digital technology application in design and project management). They will also periodically organize technical seminars to share the latest industry trends.

Echoing Deo Ca Group’s proposal, Professor Duong Ve Dong anticipated that the two groups would soon develop a long-term training program or organize training directly at the project sites. He assured that they would promptly dispatch a team of experts to Vietnam to engage in Deo Ca Group’s projects.


Collaboration in Numerous Significant Projects

Delving deeper into the cooperation prospects, Mr. Le Quynh Mai, Vice Chairman of the Board, mentioned that there are numerous potential projects in landscape avenues, urban railways, river-crossing tunnels, and rest stops where the two groups can collaborate.

Regarding the project to build an avenue and landscape along the Red River in Hanoi, Deo Ca Group shared that this project has garnered attention from the Vietnamese government and aims to commence construction by the end of this year.

The project is envisioned as a multi-modal integration (road, rail, water, air, and metro) connecting urban areas within the capital city. The goal is to create a modern and sustainable riverside space, blending transportation, urban development, and landscape, thereby providing a new impetus for Hanoi’s progress.


With numerous tasks requiring early implementation, Deo Ca Group has commissioned Hoa Thiet Group to assign personnel to collaborate and optimize the design.

Vice Chairman Le Quynh Mai also mentioned that Deo Ca Group is studying the implementation of rest stop projects on expressways where the enterprise is the investor, and Hoa Thiet Group can collaborate in consulting and design. Specifically, Deo Ca Group’s rest stops will be large-scale, multi-functional, integrating resort, commercial, and logistics spaces, and will be developed as a chain with a unique identity.

Hoa Thiet Group shared that they have experience designing over 100 rest stops in China and have developed eight design options incorporating advanced technology for Deo Ca Group’s rest stop projects.

In addition to design, Hoa Thiet Group expressed its desire to contribute management and operation technology and integrate AI into the rest stop management software to enhance operational efficiency.


Furthermore, Deo Ca Group also aims to engage Hoa Thiet Group in applying digital and smart technology in consulting, human resource training, project management, and operation (piloted in Phase 2 of the Dong Dang-Tra Linh Expressway project, where Deo Ca Group is the investor); surveying Deo Ca Group’s invested projects to advise on optimizing electricity usage in management and operation.


Promptly Implementing the Cooperation Mechanism

Discussing the cooperation mechanism, Deo Ca Group proposed three specific timelines for the two groups to jointly establish a task force to implement the work, adhering to three distinct phases:

In the short term (3-6 months), the two groups will collaborate in consulting, design, supervision, and project management in the projects undertaken by Deo Ca Group, either as contractors or by providing experts to work together.

In the medium term (6 months – 3 years), they will form a joint venture in Vietnam.

In the long term, they will focus on capacity building, internationalizing the consulting enterprise, expanding project implementation in Southeast Asia, and listing the enterprise on the Vietnamese stock market.
