The Low-Emission Zone Pilot in Ho Chi Minh City: Which Vehicles Are Restricted?

Many residents are curious about the proposed pilot program for a low-emission zone in the city center by 2026. They wonder about the age of cars and motorcycles that will be restricted in this zone.

Vehicle owners should check their vehicle’s production year to determine its emission standard compliance.

According to local journalists, vehicle owners can check their car or motorcycle’s production year to determine if it is permitted for road use. Specifically, for cars produced before 2017, the Euro 2 or 3 emission standards apply; from 2017 onwards, the standard is Euro 4, and from 2022, it will be Euro 5. For motorcycles, those produced after 2010 until June 30, 2017, comply with Euro 2, while those produced after July 1, 2017, meet Euro 3 standards. From July 1, 2026, onward, the standard will be Euro 4 for newly produced motorcycles.

Additionally, vehicle owners can take their cars or motorcycles to authorized dealers to check their emission standard compliance.

According to the Vietnam Automobile Manufacturers’ Association, it is anticipated that car models produced before 2017 will be restricted or prohibited from entering the low-emission zone starting in 2026. After 2032, Ho Chi Minh City may further tighten emission standards, which could result in restrictions on vehicles produced before 2022 or even earlier.

The Vietnam Motorcycle Manufacturers Association advises that vehicles produced before 2007 are unlikely to meet the Euro 2 standard and may be prohibited from entering the city center from 2026 onward. Following 2032, the emission standards could be raised to Euro 2 or higher.
