The Ministry of Industry and Trade launches an anti-dumping investigation into ceramic wall and floor tiles from India.

The Trade Remedies Authority (Ministry of Industry and Trade) announced that the Ministry of Industry and Trade has issued Decision No. 2333/QD-BCT on anti-dumping measures for certain ceramic wall and floor tiles originating from India, classified under HS codes 6907.21.21, 6907.21.22, 6907.21.23, 6907.21.24, 6907.21.91, 6907.21.92, 6907.21.93, and 6907.21.94 (case number: AD23).
The decision to initiate an investigation was based on the results of a review conducted in accordance with the regulations on trade remedies of the Law on Foreign Trade Management, following a valid request submitted on July 2, 2025, by domestic manufacturers representing 9 companies: VITTO Group Joint Stock Company, Ami Industrial Joint Stock Company, Thang Cuong Joint Stock Company, Thien Hoang Technical Commercial Joint Stock Company, Vigalcera Tien Son Joint Stock Company, TASA Group Joint Stock Company, Prime Tien Phong Joint Stock Company, CTH Ceramic Joint Stock Company, and HERA Industrial Joint Stock Company.
The domestic industry has alleged that ceramic wall and floor tiles originating from the Republic of India have been dumped into the Vietnamese market, causing significant damage to the domestic industry.
In accordance with Decree 86/2025/ND-CP dated April 11, 2025, of the Government, detailing a number of articles of the Law on Foreign Trade Management regarding trade remedy measures, after initiating an investigation, the Ministry of Industry and Trade will send a sampling questionnaire to relevant parties, including manufacturers and exporters of goods subject to anti-dumping investigation in Vietnam that the investigating authority is aware of; representatives in Vietnam of the country or territory producing and exporting goods subject to anti-dumping investigation.
Foreign manufacturers and exporters who do not respond to the sampling questionnaire within the specified deadline will be considered non-cooperating parties.
In cases where there are a large number of foreign manufacturers and exporters from the same country or territory or a large number of product types subject to the request for application of anti-dumping measures, the Ministry of Industry and Trade may limit the scope of the investigation by sampling.
After sending the sampling questionnaire to the relevant parties, the Ministry of Industry and Trade will proceed to send the investigation questionnaire to the relevant parties to collect information to analyze and evaluate the allegations, including dumping acts of exporting enterprises of the investigated countries; injury to the domestic industry; and the causal link between the alleged dumping and injury to the domestic industry.
If necessary, based on the results of the preliminary investigation, the Ministry of Industry and Trade may apply temporary anti-dumping measures to prevent continued dumping that causes significant damage to the domestic industry.
The Ministry of Industry and Trade will verify the information provided by the relevant parties before finalizing the official conclusion of the investigation.
At the same time, the Ministry of Industry and Trade will organize a public consultation for relevant parties to exchange information and express their opinions directly on the case before making a final conclusion.
The Ministry of Industry and Trade recommends that all organizations and individuals involved in the import, export, distribution, and business of the investigated goods register as interested parties and provide necessary information to the investigating authority to protect their rights and interests in accordance with the law.
Organizations and individuals register as interested parties using the Registration Form for Interested Parties and submit it to the investigating authority through the Online Trade Remedies Application System (TRAV ONLINE) at https://online.trav.gov.vn within sixty (60) working days from the effective date of the Decision issued together with this Notice.
At the same time, the registration form for interested parties can be sent to the investigating authority by either postal mail or email. The deadline for registration of interested parties is November 7, 2025.
