Mr. Nguyen Huu Khanh, Deputy General Director of the Central Power Corporation, chaired the online meeting with member units about responding to Storm No. 5.

Especially in the central region from Quang Tri province and further south, which is managed by EVNCPC and expected to be directly affected by the storm, the units must temporarily halt non-essential activities, organize 24/7 shifts, enhance inspection and clearance of power line routes, reinforce vulnerable points, proactively plan for flooding at substations, and ensure safe operation of power plants and hydropower dams.

In the event of power outages caused by natural disasters, swift action must be taken to prioritize power restoration for critical loads and flood prevention infrastructure, and under no circumstances should power be restored without thorough safety checks at the site.

Mr. Nguyen Huu Khanh, Deputy General Director and Head of the EVNCPC Steering Committee for Natural Disaster Prevention, Response, and Search and Rescue, emphasized: “The units must not be complacent. It is crucial to maintain a high level of focus and promptly implement the directed measures, especially in the central region from Quang Tri province and further south, where the storm is predicted to have a direct impact. Ensuring the safety of the power system, operational personnel, and the public is of utmost importance.”

EVNCPC also instructed project management units to inspect construction sites and closely monitor the storm’s progress to ensure the safety of personnel and equipment. Hydropower operators must adhere to procedures and strictly follow the instructions of local steering committees regarding reservoir regulation. Affected units are required to update the situation on the SMIS software before 6:30 a.m., 12:30 p.m., and 6:30 p.m. daily and promptly report to the EVNCPC Steering Committee for Natural Disaster Prevention, Response, and Search and Rescue as per regulations.

In Quang Tri province, since August 23, PC Quang Tri’s power management teams have been cooperating with local authorities to trim trees that pose a risk of falling onto power lines and substations. Additionally, the units are prepared to cut power in flooded areas with high water levels to ensure safe power grid operations. The company has instructed the units to strengthen inspections at vulnerable points, areas prone to landslides, flooding, or isolation during storms and floods.

The High-Voltage Grid Enterprise is also ready to rearrange shifts at 110 kV substations. Furthermore, the units have stocked sufficient food, water, medicine, vehicles, materials, and backup equipment, such as generators, boats, and fuel, to promptly respond to any emergencies.

The leadership of PC Quang Tri instructed the power units in the province to prioritize the safety of their staff during storm and flood response. After the storm, the units must promptly assess and report damages and develop plans to restore the power grid as quickly as possible, ensuring a safe power supply for the community.
