Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Government’s Steering Committee for Administrative Unit Arrangement at all levels and building a model of two-level local government, has just issued Official Letter No. 18/CV-BCD to central agencies and localities on the implementation of policies and regimes according to Decree No. 178/2024/ND-CP.
The official letter clearly states that on August 1, 2025, the Politburo and the Secretariat issued Conclusion No. 183-KL/TW, requesting the urgent completion of resolving policies and regimes for officials, civil servants, public employees, and laborers affected by the organization of the political system.
However, through a synthesis of reflected opinions and follow-up on the implementation of regime and policy resolution for officials, civil servants, public employees, and laborers according to Decree No. 178/2024/ND-CP (amended and supplemented by Decree No. 67/2025/ND-CP), there are cases of officials, civil servants, and public employees shirking and avoiding work and taking advantage of policies in the process of proposing competent authorities to consider and resolve policies and regimes.
Accordingly, to promote the effectiveness of the humane nature of the policies and ensure that the resolution of policies and regimes is carried out thoroughly and correctly, the Steering Committee for the Arrangement of Administrative Units at all levels and the Construction of a Model of Two-Level Local Government of the Government proposed that the heads of ministries, branches, and localities implement three key contents.
First, strengthen the propagation and strict implementation of the Party’s guidelines on the implementation of policies and regimes for objects affected by the arrangement of the organization of the political system.
Second, direct the heads of agencies, organizations, and units to raise their sense of responsibility in correctly identifying objects to be resolved according to Decree No. 178/2024/ND-CP (amended and supplemented by Decree No. 67/2025/ND-CP) associated with realizing the goal of streamlining the apparatus and restructuring and improving the quality of the team of officials, civil servants, and public employees, not letting the occurrence of shirking, and avoiding work in performing tasks, taking advantage of policies when proposing, considering, and resolving policies and regimes within their competence.
Third, strictly handle cases and acts of profiting, violating the consideration and resolution of policies and regimes for objects within the management scope according to the provisions of law.
Previously, at the meeting of the Standing Committee of the Government Party Committee and the Government on evaluating the situation after 2 months of operating the two-level local government, Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry of Home Affairs had issued Official Letter No. 6383/BNV-TCBC dated August 13, 2025, guiding the implementation of Conclusion 183 of the Politburo, including ending the implementation of the regime and policy according to Decree No. 178/2024/ND-CP (amended and supplemented by Decree No. 67/2025/ND-CP) on August 31, 2025.
“This is a big issue, implemented in a short time, so many localities face difficulties. The Ministry of Home Affairs has guided agencies and localities to carefully review and consider the right subjects for policy leave in accordance with regulations, not to let the situation of leaving indiscriminately, while focusing on retaining capable officials to ensure the quality of the team,” said the Minister of Home Affairs.
Regarding the resolution of regimes and policies for officials, civil servants, and public employees, as of August 19, the total number of people who have been decided to leave is 94,402, of which 81,995 people have submitted the approved competent authority for approval (more than 50,000 people have received money).
It is expected that by the end of August, the number of people leaving under Decree 178 will increase by about 6,000 – 7,000 people. Thus, the number of people leaving to resolve Decree 178 is expected to be about 100,000 people.
