To meet the rising consumer demand and utilize annual floodwater surplus, Vietnam Electricity (EVN) proposed investing in the Tri An Hydropower Plant Expansion Project. The People’s Committee of Dong Nai province approved the investment in this project in 2020. This project is located in Tri An, Dong Nai province.
Recently, Vietnam Electricity (EVN) organized the groundbreaking ceremony for the Tri An Hydropower Plant Expansion Project. The expansion project is invested by EVN and directly managed by the Project Management Board No.3 (EVNPMB3).
The project consultant is Power Construction Consulting Joint Stock Company No.2 (PECC2). The contractor consortium comprises six enterprises: Lung Lo General Corporation; Song Da Corporation – JSC; SCI E&C Joint Stock Company; Truong Son Corporation; Construction Joint Stock Company 47; and LILAMA 10 Joint Stock Company.
Tri An Hydropower Plant
The plant’s installed capacity is 200MW (including 2 units x 100MW) with a total investment of VND 3,965 billion. The project’s capital includes about 30% of EVN’s self-arranged capital and about 70% of commercial loans from the German Reconstruction Bank (KfW) and the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV).
According to the plan, unit 1 will generate electricity in Q3/2027, unit 2 in Q4/2027, and the entire project will be completed in Q4/2027.
Once operational, the Tri An Hydropower Plant Expansion will provide an annual average output of about 113 million kWh, helping to increase power capacity in the southern region, especially during peak hours. It will also reduce electricity production costs, maximize flow utilization, reduce COâ‚‚ emissions, and extend the lifespan of existing units.
Previously, in December 2024, EVN began construction on the Hieu Lien Bridge, an important item serving the construction of the Tri An Hydropower Plant Expansion Project. The 249.5-meter-long and 9-meter-wide bridge is approved as a grade II project.
Besides transporting materials and equipment during the construction process, the Hieu Lien Bridge will continue to serve the travel needs of local people and enhance transportation connectivity after the project is completed, promoting socio-economic development in the region.

The Tri An Hydropower Plant was started in the 1980s with comprehensive support from the former Soviet Union. The Tri An Hydropower Project is the last hydropower project on the Dong Nai River system.
According to EVN, exactly 40 years ago, the Tri An Hydropower Project was started with financial and technological support from the Soviet Union. The project was officially inaugurated in 1991 with four units, a total designed capacity of 400MW, and an annual output of over 1.7 billion kWh.
In addition to electricity production and supply to the national grid, the Tri An Hydropower Plant also ensures water for domestic and agricultural use, salinity control, and flood control.
Since its operation, the Tri An Hydropower Plant has contributed to providing energy for the socio-economic development of the southern provinces and cities, ensuring industrial and domestic water supply for millions of people, and irrigation for over 20,000 hectares of land in the downstream area. Throughout its operation, the plant has ensured efficiency and safety.
