The Hanoi Department of Civil Judgment Enforcement has received 11,806 requests for enforcement of the FLC mega-case judgment within a month of its initiation, following the first-instance verdict No. 426/2024 by the Hanoi People’s Court and the appellate verdict No. 598/HS-PT by the Hanoi High-Level People’s Court, involving former FLC Chairman Trinh Van Quyet. However, nearly 3,800 of these requests were found to be non-compliant with regulations.

So far, the Hanoi Department of Civil Judgment Enforcement has issued enforcement decisions for nearly 7,000 parties, amounting to approximately VND 1,500 billion. The department is currently processing over 1,010 additional enforcement requests.

To expedite the enforcement process of the FLC mega-case, the Hanoi Department of Civil Judgment Enforcement has established dedicated teams: an 11-member handling team, a 19-member enforcement team, and an accounting team, all working at full capacity, including on holidays.

The Hanoi enforcement authorities emphasized that only individuals listed in Appendix 1 and Appendix 3.1 of the court judgment are eligible to submit enforcement requests or authorize others to act on their behalf.

The enforcement agency assured swift, convenient, and hassle-free payments to the affected individuals. They anticipate completing the majority of payments for valid enforcement requests during September 2025.

The number of victims and affected individuals with compensation claims in the FLC case exceeds 28,000. The court verdict ordered Trinh Van Quyet, former FLC Chairman, and his sister, Trinh Minh Hue, to jointly compensate 133 victims for the nearly VND 2.6 billion they embezzled. They are also required to pay over VND 1,783 billion to 27,881 affected individuals with compensation claims. The total compensation amount is nearly VND 1,786 billion.
