On the morning of August 25, Mr. Nguyen Quang Duong, Vice Chairman of the Central Organization Committee, announced the Politburo’s decision to appoint Mr. Tran Luu Quang, member of the 13th Party Secretariat, as the new Secretary of the Ho Chi Minh City Party Committee, replacing Mr. Nguyen Van Nen, who has been assigned to be the Standing Member of the Document Subcommittee for the 14th Party Congress.
This is Mr. Tran Luu Quang’s second time in Ho Chi Minh City; previously, he served as Permanent Vice Secretary of the Ho Chi Minh City Party Committee for over two years during the 2015-2020 term.

Mr. Tran Luu Quang is a native of Tay Ninh province and holds a master’s degree in public administration and a bachelor’s degree in mechanical engineering. He has a long history of working in Tay Ninh province, having served as Deputy Director of the Planning and Investment Department; Chairman of the People’s Committee and Secretary of the Party Committee of Trang Bang district; Permanent Vice Chairman of Tay Ninh Provincial People’s Committee; and Secretary of Tay Ninh Provincial Party Committee.
In February 2019, Mr. Quang was appointed Permanent Vice Secretary of Ho Chi Minh City Party Committee, and after more than two years, he was assigned by the Politburo to be the Secretary of Hai Phong Party Committee. In January 2023, at the 2nd extraordinary session of the 15th National Assembly, he was approved as Deputy Prime Minister.
In August 2024, Mr. Quang was assigned by the Politburo to be the Head of the Central Economic Committee, which was renamed the Central Committee for Policies and Strategies in February this year.
The Ho Chi Minh City Party Committee now has six permanent members, led by Mr. Tran Luu Quang, and five deputy secretaries: Mr. Nguyen Thanh Nghi (49 years old); Mr. Nguyen Van Duoc (57 years old, Chairman of Ho Chi Minh City People’s Committee); Mr. Vo Van Minh (53 years old, Chairman of Ho Chi Minh City People’s Council); Mr. Nguyen Phuoc Loc (55 years old, Chairman of Ho Chi Minh City Fatherland Front Committee); and Mr. Dang Minh Thong (48 years old).
As per the Politburo’s assignment, Mr. Nguyen Van Nen, Standing Member of the Document Subcommittee for the 14th Party Congress, will continue to oversee the Ho Chi Minh City Party Committee until the Party Congress takes place.
Ho Chi Minh City, with its newly merged area of over 6,700 square kilometers and a population of approximately 15 million, has become the country’s megacity, presenting both vast economic potential and significant challenges. The city aims for a growth rate of at least 8.5% and a revenue of nearly VND 700,000 billion this year.
