On the morning of August 26, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council and Head of the Central Steering Committee for Eliminating Substandard Houses nationwide, chaired a national online conference to review the Program and the Emulation Movement “The Whole Country Joins Hands to Eliminate Substandard Houses in 2025.”
Eliminating Substandard Houses is a Special National Project
Speaking at the event, Prime Minister Pham Minh Chinh expressed his delight as the country has strived to achieve the goal of basically eradicating substandard houses.
In just 1 year and 4 months, the Central Steering Committee, local authorities, and relevant organizations conducted a swift campaign, mobilizing over VND 24,700 billion (nearly half of which, approximately VND 12,300 billion, came from people’s contributions and social resources), along with more than 2.7 million working days and the participation of over 454,000 people. As a result, 334,234 substandard houses across the country were replaced.
The Prime Minister emphasized that these achievements represent “Special National Projects,” reflecting the unity of the Party’s will and the people’s hearts. They carry profound political, social, and humanitarian significance and are a testament to our sustainable poverty reduction efforts. This remarkable feat also reinforces our nation’s commitment to fairness, social progress, and sustainable development in this new era.
Based on practical experiences in directing, executing, and achieving outstanding results through this Program, the Prime Minister highlighted several prominent lessons. The overarching principle has been strict adherence to the Party’s guidelines, the State’s policies, and laws.
Firstly, it is essential to closely follow the resolutions, conclusions, and directives of the Central Committee, particularly those of the Politburo and the Secretariat, led by the General Secretary. These directives must be translated into specific programs, plans, and solutions and implemented with great determination.
Additionally, engaging the entire political system and all strata of the people, along with the business community, is crucial. Diversifying resources in an inclusive manner, in the spirit of “healthy leaves covering torn ones,” encourages everyone to contribute according to their means, be it through labor or financial support.
It is imperative to stay abreast of developments, proactively respond with policies, seize opportunities to swiftly accomplish set goals, clearly define tasks, and strengthen inspection and supervision.
Particularly, great importance should be attached to information and propaganda work to create social consensus and encourage everyone to lend their support and join hands in this endeavor.

Continue to Create Livelihoods for Settled Households
The Prime Minister stated that while we have essentially accomplished the goal of eliminating substandard houses nationwide, this is just one crucial aspect of social policy.
The core objective remains to boost production and business activities, generate jobs and livelihoods, continuously improve the material and spiritual lives of the people, and encourage them to escape poverty.
To build on the achievements and further enhance social security work, the Prime Minister requested the Steering Committee, the Vietnam Fatherland Front Central Committee, the Central Emulation and Reward Council, ministries, branches, localities, and relevant organizations to focus on the following key tasks and solutions:
Firstly, it is essential to thoroughly grasp and effectively implement Resolution No. 42-NQ/TW of the Party Central Committee on continuing to innovate and improve the efficiency of social policies. Ministries, sectors, and localities should continue to review and soon complete the policy of supporting housing.
For the 334,234 households that have been supported to eliminate substandard houses, the focus now should be on helping them “settle down” by 2030, with the goal of essentially eradicating poverty in Vietnam.
Along with this, the Ministry of Finance should take the lead and coordinate with ministries, sectors, and localities to implement the Party’s policy of using the state budget as the main source, together with the mobilization of social resources.
The Prime Minister noted the importance of vocational training and the creation of livelihoods and jobs for the poor and ethnic minority people. He emphasized the responsibility of local Party committees and authorities in mobilizing, managing, and using resources to implement policies to support vocational training and job creation.
Additionally, the Central Emulation and Reward Council should continue to innovate and improve the quality of social security programs and movements, ensuring that they touch the hearts of the entire population, the army, and the entire political system.
The Prime Minister also requested that the Vietnam Fatherland Front and socio-political organizations actively coordinate with the Government, ministries, sectors, and localities in social security work. They should always be attentive to the aspirations and wishes of the people and promptly provide feedback to Party committees, authorities, and state agencies.
The Prime Minister suggested that the Ministry of National Defense and the Ministry of Public Security direct the armed forces to continue promoting their glorious traditions and maintain close ties with the people.

According to experts, the proposed policy of the State supporting the acquisition of the remaining 25% of land area needed for clearance once an enterprise has negotiated with landowners to obtain 75% consent, is a positive step towards unblocking stalled projects.
