Ho Chi Minh City’s Plan for Senior Citizens’ Health Examinations and Non-Communicable Disease Detection

The People’s Committee of Ho Chi Minh City has recently announced a plan to provide health examinations and early detection of non-communicable diseases for elderly individuals in the city from now until the end of 2025 and beyond.

Over the past two years, through the implementation of health examination programs for the elderly, the city has successfully examined 526,292 individuals and identified 49,197 cases of hypertension that were previously undiagnosed (accounting for 15% of the elderly population in the area).

This initiative aims to continue addressing the healthcare needs of the aging population, adapting to the stage of population aging, and achieving the target of 80% of elderly individuals receiving regular health check-ups at least once a year, with established health records and management.

Ho Chi Minh City ensures annual health check-ups for elderly individuals, funded by the city’s budget.

Ho Chi Minh City will expand the scope of health examinations for the elderly across the entire city after the merger, including the former Areas 2 (Binh Duong) and 3 (Ba Ria-Vung Tau).

As a result, every elderly individual in the city will be entitled to a yearly health check-up, with the examination costs covered by the city’s budget.

Through these health examinations, individuals detected with non-communicable diseases will be managed and treated according to the guidelines provided by the Ministry of Health and the World Health Organization (WHO).

The examination results will be integrated and updated in electronic health records, enabling individuals to manage their personal health information and providing comprehensive data to healthcare facilities when they seek medical attention.

The Ho Chi Minh City People’s Committee has designated the Department of Health as the focal point for planning and implementing comprehensive periodic health examinations for the elderly across the city.

The plan also involves coordinating with multi-disciplinary hospitals and polyclinics to organize health examination activities and ensure cost reimbursement according to current regulations.

Ho Chi Minh City Has the Fastest Aging Population in Vietnam

According to a report by the Ho Chi Minh City Department of Health, as of June 30, 2025, the estimated total number of elderly individuals (aged 60 and above) in the city is approximately 1.7 million, accounting for over 12% of the city’s population.

Following the reorganization of administrative units, the city continues to observe a high aging index, which is rapidly increasing and surpassing previous projections. Ho Chi Minh City currently has the fastest aging population in Vietnam.

This rapid aging process presents challenges in policy formulation and implementation, especially regarding social infrastructure, healthcare systems, and social security.
