Halt Hanoi-Vinh Train Operations, and Take Shelter Ho Chi Minh City: Brace for Typhoon No. 5

Due to the impact of Typhoon No. 5 (Kajiki), the Railway Transport Joint Stock Company will cancel two trains, NA1 and NA2, as well as train SE9, on the Hanoi - Vinh and Hanoi - Ho Chi Minh City routes, respectively, on the evening of August 25.

According to the Hanoi-Vinh Railway Transport Joint Stock Company, trains NA1 and NA2 will temporarily suspend their journeys, with NA1 departing from Hanoi at 21:50 and NA2 from Vinh at 21:30.

Similarly, train SE9 from Hanoi to Ho Chi Minh City, departing from Hanoi station at 12:50, will also be temporarily suspended to ensure the safety of passengers due to the impact of Storm No. 5.

Passengers holding tickets for the canceled trains will be refunded at the railway stations without any fees, and the deadline for ticket refunds is 30 days from August 25.

Currently, on the North-South route, there are still train pairs operating through the provinces of North Central Coast, which are the most affected by Storm No. 5: Unified Express trains SE1/SE2, SE3/SE4, SE5/SE6, SE10, SE11/SE12; and Hanoi-Danang train SE19/SE20.

Regarding Storm No. 5, the State Appraisal Agency of Vietnam for Construction Quality under the Ministry of Construction has requested the organizers of the Socio-Economic Achievements Exhibition at the National Exhibition Center (Co Loa, Hanoi) to inspect and secure all temporary structures, including frames, canopies, banners, signage, lighting, and water and electrical systems.

The exhibition organizers are also required to immediately dismantle any components or structures that may pose safety risks in the event of unusual circumstances. They should also prepare disaster prevention plans, allocate resources and personnel for standby, and closely coordinate with the Exhibition Organizing Committee and local authorities.

“During the storm, all construction and exhibition activities at the site must be halted. It is strictly prohibited to allow workers, technical staff, or related personnel to stay in areas that may be unsafe. Security forces should be organized to control and coordinate with local authorities in response to the storm,” stated the document from the State Appraisal Agency of Vietnam for Construction Quality.

According to the National Center for Hydro-Meteorological Forecasting, due to the impact of the storm, from this afternoon to tonight, the northern region of Thanh Hoa province will experience strong winds of levels 8-9, with gusts of up to levels 10-11; while the southern region of Thanh Hoa and northern region of Ha Tinh province will face winds of levels 10-11, with gusts of up to levels 12-13 near the storm’s eye. The coastal areas of Ha Tinh, Quang Tri, and the provinces from Quang Ninh to Ninh Binh will experience strong winds of levels 6-8, with gusts of up to levels 9-10.

From noon on August 25 to the end of August 26, the expected rainfall in Thanh Hoa and Quang Tri provinces is 200-400mm, with localized areas receiving over 600mm. In the midland and mountainous regions of northern Vietnam, including Lao Cai and Son La provinces, the rainfall is predicted to be 100-150mm, with localized areas receiving over 250mm.
