The Department of Domestic Market Management and Development (Ministry of Industry and Trade) has just issued an urgent dispatch to the Departments of Industry and Trade of the provinces and cities: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Thua Thien Hue, Da Nang, Quang Ngai, and Gia Lai, proposing to urgently respond to Typhoon No. 5, ensuring the supply of essential goods and preventing shortages or unreasonable price increases.
Accordingly, in implementation of Official Dispatch No. 6387/CD-BCT and Official Dispatch No. 6389/CD-BCT dated August 24, 2025, of the Ministry of Industry and Trade on urgently responding to Typhoon No. 5, the Department of Domestic Market Management and Development requested the Departments of Industry and Trade of the above-mentioned provinces and cities to focus on directing decisively, timely and effectively the work of prevention and response to floods and storms. Especially, the units must urgently deploy key tasks to ensure the supply of goods, food, and necessities for the people, especially in areas at risk of being cut off and isolated due to the typhoon and its aftermath.
The Department also requested the Departments of Industry and Trade to urge enterprises, supermarkets, and petroleum traders in the area to proactively supply goods and reserve food, drinking water, petroleum, roofing sheets, steel sheets, etc. At the same time, coordinate with the supermarket system to transfer goods from neighboring localities to the selling points affected by the typhoon, avoiding shortages. Units must also identify the list, quantity, preservation method, transportation, and distribution to be ready to bring goods to the market when natural disasters cut off the area.
The Departments of Industry and Trade of the provinces and cities shall direct the market management force to closely follow the situation, strengthen supervision, inspection, and control of the market. The goal is to promptly detect and strictly handle violations, especially for essential goods. In the event of a natural disaster, any acts of taking advantage of the situation to hoard, hoard, or unreasonably increase prices of food, building materials, etc. will be strictly handled.
Localities need to proactively implement the motto “4-on-site”, regularly inspect and grasp the situation of storms and floods, and organize the sale of goods in a timely manner (under safe conditions) to serve the people. The Departments must also maintain updates and report on supply and demand, prices, and distribution networks to ensure smooth information.
