On the afternoon of August 26, Prime Minister Pham Minh Chinh, head of the National Steering Committee for International Integration, chaired a meeting of the committee to further implement and concretize Resolution No. 59 of the Politburo on international integration in the new situation.

According to reports and opinions at the meeting, Resolution No. 59 of the Politburo on international integration in the new situation – one of the “four pillars” to propel the country’s take-off in the new era, has identified a new mindset, approach, and methods to carry out international integration.

The committee members also focused on discussing, reviewing, and evaluating the implementation of international integration tasks since the beginning of the year, including the deployment of Resolution 59, and identified key orientations for the next period.

In his conclusion, Prime Minister Pham Minh Chinh appreciated the efforts of ministries, sectors, and localities in proactively and resolutely implementing the tasks set out in Resolution No. 59.

According to the Prime Minister, international integration has made important contributions to consolidating the peaceful and stable environment for national development, especially in the current context of international instability, uncertainty, and complexity.

Since January 2025, Vietnam has upgraded relations with 9 countries, bringing the total number of partners with whom Vietnam has relations from a comprehensive partnership and above to 38.

Along with this, international integration has truly become an important driving force to enhance internal strength, serve the country’s development, and create favorable conditions to mobilize international resources for accelerated development.

Shaping new cooperation frameworks and rules

Regarding orientations and tasks for the time ahead, the Prime Minister requested to continue promoting the study and dissemination of Resolution No. 59, especially the contents related to the new mindset, approach, and methods of international integration in the new situation.

The Prime Minister noted the need to pay special attention to disseminating the transformation of mindset in international integration: From a country that “follows, participates, signs, and joins” to a country that “actively implements, contributes, and shapes” new cooperation frameworks and rules.

The Prime Minister also requested the early completion of the National Assembly’s Resolution on a number of special mechanisms and policies for international integration to remove obstacles in institutions and policies hindering international integration, creating breakthrough mechanisms and policies to make international integration a driving force for development.

The Prime Minister suggested that the members, ministries, sectors, and localities of the committee enhance proactiveness in researching, forecasting, and providing strategic advice; if there are any problems or difficulties beyond their competence, they must report immediately.

The Prime Minister also emphasized promoting economic diplomacy and expanding markets for Vietnamese goods, especially agricultural products, participating in global supply and value chains, revitalizing traditional markets, and promoting the exploitation of new markets such as the Middle East, South America, and Africa.

The Prime Minister requested to promote the implementation of and prepare for major international integration activities as planned; prepare well for the signing ceremony of the United Nations Convention on Cybercrime in Hanoi in October; and promptly complete the organizational apparatus for APEC 2027.
