“Sun Group Leads the Way with 3/11 PPP Projects in Phu Quoc for APEC 2027, All Set to Break Ground in September 2025.”

The Group 11 PPP and business investment project, with a total capital of 116,972 billion VND, is being developed in the Phu Quoc Special Zone to cater to the APEC Summit 2027.

In anticipation of the APEC 2027 Summit, Chairman of the An Giang People’s Committee, Ho Van Mung, emphasized that all projects and constructions in Phu Quoc Special Zone must complete the necessary legal procedures and requirements to commence simultaneously in September 2025.

According to the Prime Minister’s decision on May 17, 2025, An Giang province is assigned to implement 21 projects for APEC 2027, with a total expected investment of VND 137,138 billion, divided into two groups.

The first group comprises 10 public investment projects with a total capital of VND 20,166 billion, including: Cua Can Lake, Duong Dong 2 Lake, embankment and land leveling for the APEC Conference Center, DT.975 route connecting Phu Quoc Airport, the first segment of the urban railway, APEC Boulevard, underground technical infrastructure in An Thoi and Duong Dong, and smart monitoring and control centers for Phu Quoc Special Zone, along with resettlement areas in Cua Can, Ho Suoi Lon, An Thoi, and Ham Ninh.

Due to its urgency, the project for the first segment of the urban railway is proposed to be converted into a direct business investment form to select an investor in a particular case. The province also suggested adding two new projects: the eastern coastal road of Phu Quoc Island (44 km long, with a total capital of VND 14,100 billion) and the coastal road connecting An Thoi Port (2.7 km long, with a total capital of VND 2,650 billion).

The second group consists of 11 PPP and business investment projects with a total capital of VND 116,972 billion, including: expansion of Phu Quoc International Airport, APEC Conference Center, waste treatment and Bai Bon garbage power plant, centralized solid waste and wastewater treatment plants in An Thoi and Duong Dong, Duong Dong 2 Water Plant, Cua Can Lake Water Plant, and two mixed-use urban areas at Bai Dat Do and Nui Ong Quan.

Of these 11 projects, three are invested by Sun Group, namely the expansion of Phu Quoc International Airport and the two mixed-use urban areas at Bai Dat Do and Nui Ong Quan.

Phu Quoc International Airport Expansion Project: Invested by Sun Group’s member company, Sun Airport Investment Joint Stock Company, with a total capital of nearly VND 22,000 billion.

The project covers an area of approximately 1,050 hectares and is divided into two phases from 2025 to 2030, with the first phase completed before APEC 2027. The planning includes upgrading runway 1 to a length of 3,500 meters, constructing a new 3,300-meter-long runway 2, expanding the apron and parking system to accommodate over 100 positions, including approximately 45 positions for wide-body aircraft.

The T2 passenger terminal, designed by CPG (Singapore), aims to accommodate wide-body aircraft and incorporate smart technology solutions such as remote check-in, automatic baggage sorting, and biometric identification.

Upon completion, the airport will be able to serve up to 20 million passengers annually, becoming one of the most modern aviation gateways in the region.

Bai Dat Do Mixed-use Urban Area Project: Invested by Sun Group’s member company, Phu Quoc Sun Joint Stock Company, with a total capital of approximately VND 64,000 billion.

The project spans over 88 hectares, including a land reclamation area, and is planned to comprise a modern complex featuring a park, beach, square, conference center, chain of high-end hotels, shophouses, resorts, and high-rise apartments.

This area is envisioned to be the main accommodation, entertainment, and event venue for APEC 2027 activities. Phase 1, from the third quarter of 2025 to the second quarter of 2027, will focus on technical infrastructure, public spaces, and a portion of the high-end hotel to ensure timely completion for the international event.

Nui Ong Quan Mixed-use Eco-tourism Urban Area Project: Also invested by Phu Quoc Sun Joint Stock Company, a member of Sun Group, with a total capital of approximately VND 5,550 billion.

Spanning 22 hectares, the project aims to develop a harmonious eco-tourism and resort complex that blends with the natural landscape, offering premium accommodation and cultural experience spaces, as well as venues for international events.

This site will serve as an eco-friendly destination and play a crucial role in accommodating and providing logistics support for APEC 2027. The provincial government has handed over the investment policy decision, and the project is expected to commence construction in 2025 and complete by 2027.

To expedite the implementation of projects in Phu Quoc Special Zone, specific tasks have been assigned to relevant departments to streamline approval processes and construction permits, while land clearance is accelerated with the “6 Clear” principle (clear on people, tasks, products, time, responsibility, and authority).

Chairman of the An Giang People’s Committee, Ho Van Mung, instructed the Department of Finance to take the lead in consolidating and submitting periodic and in-depth reports to the People’s Committee before the 25th of each month or on an ad-hoc basis. These reports must clearly state the progress, difficulties, and bottlenecks, providing a comprehensive evaluation and identifying the causes of project delays.
