The Department of Construction requests that adjacent wards and communes collaborate to maintain stability in the existing house numbering order.

The Ho Chi Minh City Department of Construction has issued a document to 168 wards, communes, and special districts regarding the review of address order and street names in the context of the recent reorganization of administrative units at the communal level in the city.

Through monitoring and grasping the situation of address numbering and signage in the city (post-merger) and feedback from press agencies, the Department of Construction noticed that the address order (including street names) in some roads and residential areas needs to be reviewed and rearranged.

This is the basis for People’s Committees of wards, communes, and special districts to issue plans for address numbering and signage or adjust existing plans.

The Department of Construction emphasized that address numbering and signage should follow the regulations in Circular No. 08/2024 of the Ministry of Construction, which applies only to newly constructed areas or areas without pre-existing address numbers.

For areas with pre-existing address numbers that are not uniform or orderly, People’s Committees of wards, communes, and special districts can consider deciding to apply the regulations in Circular No. 08/2024 or the previous principles of address numbering to minimize disruptions to the daily lives of the people.

In the case of residential and construction works in urban areas, with roads passing through the territory of two or more wards or communes (named or unnamed roads that meet the naming criteria), People’s Committees of the respective wards or communes should coordinate to determine address numbers for adjacent locations to ensure stability in the overall address order.

For residential areas along national highways located in the administrative boundaries of multiple wards and communes, People’s Committees of wards and communes bordering Ho Chi Minh City, Binh Duong province, and Ba Ria-Vung Tau province (pre-merger of administrative units at the provincial level) should organize a review of address order, principles of address numbering (urban or rural areas), and street names in these areas.

Regarding residential and construction works in rural areas, the Department of Construction requested People’s Committees of communes to review the address order in their localities and assess the impact of the recent reorganization of administrative units at the communal level. If there are any effects, they should develop plans to adjust address numbers while still adhering to the previously applied uniform principles of address numbering.

The Department of Construction proposed that in case of difficulties or obstacles in the process of reviewing, developing plans for address numbering and signage, People’s Committees of wards, communes, and special districts should report to the Department of Construction for guidance in accordance with regulations.

If the adjustment of address numbers requires coordination between adjacent localities, People’s Committees of wards and communes with adjacent administrative boundaries should collaborate to ensure the stability of the existing address order or report to the Department of Construction for joint handling.
