Chairman of the HCMC People’s Committee Directs the Formation of a New Land Price Framework

The Chairman of the HCMC People’s Committee has directed the formation of a new land price framework for the city, which will take effect from January 1, 2026, in accordance with the Law on Land.

HCMC is currently applying three land price frameworks (adjusted) according to the decisions of the three provinces/cities before their integration.

The Chairman has tasked the Department of Finance to take the lead in coordinating with the Department of Agriculture and Rural Development to advise and propose the formulation of the state budget estimate for the work of constructing, adjusting, amending, and supplementing land price frameworks and specific land valuation in the city. This will be based on the approved norms of the three regions and applied to each region to develop the land price framework.

At the same time, the Chairman has directed the Department of Finance to coordinate with the Department of Justice and other agencies and units to research the proposals of the Department of Agriculture and Rural Development related to the selection of organizations to determine land prices through a simplified direct appointment procedure as prescribed. They will report and advise, and propose to the HCMC People’s Committee before September 5.

The Department of Agriculture and Rural Development is assigned to coordinate with the Department of Justice to report and advise the HCMC People’s Committee on the procedure for issuing legal documents on the project of building a new land price framework for the city by September 5.

The Chairpersons of 168 wards, communes, and special districts are responsible for preparing a database of land prices and completed transactions for all roads and road sections according to their location and area, as well as the bordering points.

Based on this, the administrative units will coordinate with the Department of Agriculture and Rural Development and the organization assigned to determine land prices to review and balance the land price database. They will then send it to the Department of Agriculture and Rural Development to implement the construction of the new land price framework.
