Update on Land Use Charges in Da Nang

On August 26th, the Department of Agriculture and Environment of Da Nang City shared a response to a citizen’s inquiry regarding land use charges when converting agricultural land to residential use. The inquiry was sent to the city’s hotline, 1022.

According to the citizen, the current prices of agricultural land are still relatively low compared to the market value, while residential land prices have surged, reaching up to ten times the original price in some areas. This discrepancy results in a negligible deduction for agricultural land, leading to a significant increase in land use charges.

However, the Department of Agriculture and Environment refuted the claim of a tenfold increase in residential land prices as inaccurate. The highest increase was recorded on Mai Dang Chon Street (from Tran Dai Nghia Street to Nguyen Binh Khiem Secondary School in Ngu Hanh Son Ward), with a 2.56-fold increase, from 13.48 million VND to 34.5 million VND per square meter.

Ngu Hanh Son Ward experienced a notable rise in land prices compared to other areas in Da Nang City.

While some streets in the Olalani project area (in Son Tra Ward) witnessed a 4.89-fold increase, these areas did not have any agricultural land, so there was no impact on financial obligations when changing land use.

Regarding policies, the department cited the regulations stated in Clause 1, Article 8 of Decree 103/2024: households and individuals converting agricultural land to residential use must pay 100% of the difference between the residential land price and the agricultural land price.

In this adjustment, agricultural land prices were also raised: in wards, the price increased from 98,000 VND to 200,000 VND per square meter (a 2.04-fold increase), and in communes, the price rose from 78,000 VND to 140,000 VND per square meter (a 1.8-fold increase). These adjustments are based on market surveys and data on compensation, support, and site clearance.

Previously, the People’s Committee of Da Nang City issued a decision to adjust and supplement the land price framework in the area, effective from July 7th. This was the second land price adjustment in the city this year, with average increases higher than the previous framework according to Decision 59/2024, which took effect on January 1st.

In this latest adjustment, Bach Dang Street (from Le Duan Street to Nguyen Van Linh Street) recorded the highest price, surpassing 340 million VND per square meter, a nearly 1.2-fold increase from the beginning of the year.

Additionally, several central routes also witnessed significant increases: Le Duan Street reached 207 million VND per square meter, Nguyen Van Linh Street ranged from 127 to 242 million VND per square meter, and Tran Hung Dao Street peaked at 182 million VND per square meter. The lowest price was recorded in a lane in Thanh Vinh (Lien Chieu Ward) at 1.9 million VND per square meter.

In terms of adjustment ratios by area, Ngu Hanh Son Ward saw the highest increase, with land prices in intra-city routes surging by up to 172%, and unnamed roads in residential areas increasing by 157%.
