On August 27, Chairman of the People’s Committee of Dong Nai Province, Vo Tan Duc, chaired a meeting with departments, localities, and contractors to review the progress of Component Project 1 of the Bien Hoa-Vung Tau Expressway and Component Project 3 of Ho Chi Minh City’s Ring Road 3, which passes through the province.
According to the Dong Nai Province Construction Investment Project Management Authority, both component projects are behind the adjusted schedule.
Specifically, for Component Project 1 of the Bien Hoa-Vung Tau Expressway, two construction packages are being implemented. Thus far, the overall construction output of the project has reached nearly VND 1,200 billion, or over 47% of the signed contract value, and is about 11% behind the adjusted schedule.
As for the Component Project 3 of Ho Chi Minh City’s Ring Road 3, three main construction packages are currently underway. The overall output of the project has reached approximately VND 837 billion, accounting for over 45% of the signed contract value, and is about 4.4% behind the adjusted schedule.

Dong Nai will ban the participation of tardy contractors in bidding for new projects of these two key national projects.
The Dong Nai Province Construction Investment Project Management Authority stated that, according to the Prime Minister’s requirements, the two projects must complete technical clearance by December 19, 2025. Despite continuous inspections and reminders to the contractors, some have failed to meet the required progress.
Therefore, the Dong Nai Province Construction Investment Project Management Authority proposed adjusting the volume of work for tardy contractors and transferring it to more capable ones to ensure the projects’ timely completion.
Concluding the meeting, Chairman Vo Tan Duc emphasized that both projects have been mandated by the Prime Minister to be technically cleared by December 19. After initial delays due to site clearance issues, the efforts of relevant agencies and localities have ensured the full handover of the required land. However, the projects are still behind schedule.
The Chairman directed the Dong Nai Province Construction Investment Project Management Authority and the Department of Construction to take responsibility for the technical clearance of these projects before the People’s Committee and its Chairman.
The Dong Nai Province Construction Investment Project Management Authority is tasked with scrutinizing legal regulations and contracts to take stringent action against contractors who fail to improve their progress despite repeated reminders. Administrative penalties will be imposed, and the contractors will be required to sign progress commitment agreements. If they continue to fall behind, they will be replaced.
“If necessary, a notification will be posted on the portal of the Ministry of Finance to ban these contractors from bidding for new projects in the province,” emphasized Chairman Vo Tan Duc.
The provincial leader instructed that the handling of contractors and the re-establishment of the construction schedule for the projects up to the technical clearance deadline must be completed by August 2025.
The Department of Construction is directed to intensify on-site inspections, supervision, and reminders to urge investors and contractors to expedite construction progress.
The Department of Industry and Trade and the branches of the Center for Land Development Fund of Dong Nai Province are to expedite the relocation of technical infrastructure, especially electricity systems, in the construction areas of the projects.
The Bien Hoa-Vung Tau Expressway, with a total length of nearly 54km and a scale of 4-6 lanes, commenced in June 2023, with a total investment of VND 17,800 billion. On April 19, a 19.8km section passing through the former Ba Ria-Vung Tau Province (now part of Ho Chi Minh City, belonging to Component Project 3) was technically cleared.
The Bien Hoa-Vung Tau Expressway project in Dong Nai Province is divided into two component projects. Component Project 1, with a length of approximately 16km, is under the management of the Dong Nai Province Construction Investment Project Management Authority.
The Ho Chi Minh City Ring Road 3 project, with a total length of over 90km, traverses Ho Chi Minh City, Dong Nai, and Tay Ninh provinces, with a total investment of over VND 75,400 billion. The road is expected to create a transportation corridor, boosting urban and industrial development in the entire Southern Key Economic Region.
The Dong Nai section of the Ho Chi Minh City Ring Road 3 project is approximately 11km long and comprises three construction packages. It commenced on June 18, 2023, with a total investment of nearly VND 2,600 billion. The project starts at the intersection with the Ben Luc-Long Thanh Expressway and ends at the pier of Nhon Trach Bridge.
A 5km-long section of the expressway will connect with Component Project 1A of the Tan Van-Nhon Trach section at the intersection of Provincial Road 25B, featuring four lanes and a designed speed of 100km/h.
