A national conference was held to evaluate the results and achievements of a year-long campaign to eradicate temporary and dilapidated housing in Vietnam. The event was attended by high-ranking officials and recognized the contributions of outstanding individuals and organizations to this special social welfare project. The conference was held in a hybrid format, with in-person attendance in Hanoi and online participation from other provinces, and was broadcast live on television and radio.
The attendees in Hanoi included Politburo member, Secretary of the Party Central Committee, and President of the Vietnam Fatherland Front Central Committee, Do Van Chien; Politburo member, Secretary of the Party Central Committee, Head of the Central Committee’s Commission for Communication and Education, and Head of the Central Committee’s Commission for Mass Mobilization, Nguyen Trong Nghia; Politburo member and Permanent Deputy Prime Minister, Nguyen Hoa Binh; Secretary of the Party Committee of Ho Chi Minh City, Tran Luu Quang; and Deputy Prime Ministers.
“450 Days and Nights” to Eradicate Temporary and Dilapidated Housing
The conference acknowledged the efforts of the entire nation, especially the strong commitment and actions taken by various ministries, sectors, businesses, and the people. As a result, over 334,000 temporary and dilapidated houses were replaced with sturdy homes, providing shelter for millions of underprivileged citizens.
Minister of Ethnic Affairs and Religion, Dao Ngoc Dung, presented a report highlighting that poverty alleviation and social welfare have been a priority for the government for many years. While Vietnam has made significant progress in raising living standards and reducing the wealth gap, there were still hundreds of thousands of households living in precarious conditions, vulnerable to natural disasters and storms.

In late 2023, Prime Minister Pham Minh Chinh made a historic decision to launch a nationwide campaign to eradicate temporary and dilapidated housing by 2025. This campaign was not just about providing shelter but also about uniting the nation, mobilizing the entire political system, armed forces, political-social organizations, and every Vietnamese citizen.
On April 13, 2024, in Hoa Binh, the Prime Minister officially launched the campaign. Subsequently, on October 5, 2024, in Hanoi, during the “Mái ấm cho đồng bà o tôi” (“Warm Homes for My Fellow Countrymen”) program organized by the Ministry of Labor, Invalids, and Social Affairs and Vietnam Television, the Government and the Prime Minister launched a high-intensity campaign called “450 Days and Nights.” This campaign embodied the spirit of “even greater urgency and determination” to complete the task by October 31, 2025.
With unwavering determination, the goal was to finish the task before the 80th anniversary of the August Revolution and National Day on September 2, 1945. The Central Steering Committee aimed to finish the task earlier than planned. After 1 year, 4 months, and 13 days since the launch of the campaign, and 10 months and 21 days of the “450 Days and Nights” high-intensity campaign, a significant milestone was achieved: the basic goal of eradicating temporary and dilapidated housing was accomplished, five years and four months ahead of the plan outlined in Resolution 42.
The remarkable results included the replacement of 334,234 temporary, dilapidated, and unsafe houses with sturdy homes. Nearly VND 50,000 billion was mobilized, including over VND 24,000 billion from the state budget, VND 5,070 billion from savings in regular expenses in 2024, and VND 1,940 billion from increased budget revenue. The Ministry of National Defense contributed nearly VND 1,000 billion, and the Ministry of Public Security provided over VND 790 billion. In addition, there was strong support in terms of labor and construction materials from both the military and public security forces.

Minister Dao Ngoc Dung emphasized that these outstanding results demonstrated the close direction of the Party and State and reflected the superiority of the socialist regime, ensuring the fundamental right to housing for citizens. Through this program and the emulation movement, many exemplary individuals and organizations emerged, including the Ministry of National Defense, the Ministry of Public Security, the banking sector, the Vietnam Fatherland Front, and many provinces and cities, who made significant contributions and demonstrated a strong sense of responsibility.
The campaign to eradicate temporary and dilapidated housing not only marked a turning point in poverty reduction but also illuminated a great humanitarian value—the spirit of national unity and mutual support to ensure that no one is left behind. This is a special national project—a project that unites the Party’s determination and the people’s aspirations, where new homes stand as a testament to a compassionate, equitable, and sustainable society.
Agribank Receives Commendation from the Prime Minister for Their Contribution to the Special Social Welfare Program
In this grand national endeavor, the banking sector played a crucial role, providing substantial support for the successful implementation of the program. Within just over a year, the banking system mobilized more than VND 1,800 billion, demonstrating their practical and timely solidarity with the goal of sustainable welfare to “leave no one behind.”
Agribank, the leading state-owned commercial bank with a strong connection to agriculture, farmers, and rural areas, took the initiative and led the way with concrete actions across the country, from mountainous regions to remote islands. From 2024 to June 30, 2025, Agribank contributed a total of VND 422,515 million to build houses for the poor, near-poor households, and those in need of great unity houses, as well as to the Prime Minister’s campaign to eradicate temporary and dilapidated housing. Of this amount, VND 254,100 million was donated to the Prime Minister’s campaign, and VND 12.8 billion was contributed by the bank’s employees, equivalent to one day’s salary, to build 1,000 houses under the program organized by the Vietnam Bank Union.
In 2024, at the launch of the “Warm Homes for My Fellow Countrymen” program in Hanoi, Agribank contributed VND 100 billion, a remarkable amount that showcased their dedication and sense of responsibility. Subsequently, the bank provided VND 20 billion in Hoa Binh and billions of dong to other provinces and cities, including Ho Chi Minh City, Lao Cai, Cao Bang, Bac Kan, Long An, and Quang Nam.
In 2025, Agribank continued its support with significant donations, including VND 25 billion for the Mekong Delta region, VND 15 billion for Thanh Hoa province, VND 2 billion for Tuyen Quang province, and VND 5 billion for Lam Dong province. These funds were quickly put to use, helping thousands of poor and near-poor households to have sturdy homes, enabling them to settle down and improve their lives.
On May 17, 2025, all Agribank employees voluntarily contributed one day’s salary, raising VND 12.8 billion. This collective action not only carried financial value but also demonstrated the humane culture of a “Community-oriented Bank,” deeply ingrained in each employee. These numbers are not just financial statistics but also represent the building blocks of tens of thousands of great unity houses, laying the foundation for stable housing for people across the country.
