On August 28, at the 3rd Session (special session) of the 10th term, for the 2021-2026 tenure, the Ho Chi Minh City People’s Council passed a resolution regulating the tasks and authority of the Chairman of the Commune-level People’s Committee, which can be delegated to civil servants of the same administrative level in the judicial field.

- Certifying signatures on documents and papers.
- Certifying the signature of the translator for documents and papers translated from a foreign language into Vietnamese or vice versa.
- Certifying contracts and transactions related to assets, land use rights, and housing according to land and housing laws.
- Certifying wills.
- Certifying documents of inheritance renunciation.
- Certifying agreements on the distribution of inheritance, including movable assets, land use rights, and housing as per land and housing laws.
- Certifying documents of inheritance acceptance, including movable assets, land use rights, and housing as per land and housing laws.
- Certifying amendments, supplements, revocations, and terminations of contracts and transactions.
- Certifying corrections of errors and omissions in certified contracts and transactions.
- Issuing certified copies of certified contracts and transactions.
- Performing other tasks and exercising other authority in the field of certification as prescribed by law.
The Chairman of the Commune-level People’s Committee shall decide on delegating one or some of the above tasks and authority to civil servants based on practical situations and in accordance with legal regulations.
