On August 28, a Tien Phong source revealed that the Ministry of Defense’s Criminal Investigation Agency had sent a notice to the People’s Committee of Khanh Hoa Province, the Air Defense-Air Force Service, and individuals and organizations affected by the case, announcing the conclusion of the investigation into a criminal case involving “Violation of land management regulations” and “Fraudulent appropriation of property” in Khanh Hoa and several related localities.

The investigation agency of the Ministry of Defense concluded the investigation and transferred the case file to the Central Military Procuracy, recommending the prosecution of the following individuals: Nguyen Chien Thang, Le Duc Vinh (both former Chairmen of Khanh Hoa Provincial People’s Committee), Dao Cong Thien (former Vice Chairman of Khanh Hoa Provincial People’s Committee), Vo Tan Thai former Director of Khanh Hoa Department of Natural Resources and Environment), Nguyen Duy Cuong (former Principal of the Air Force Officer School), and Hoang Viet Quang (former Deputy Chief of the Department of Campaign Strategy, General Staff) for “Violation of land management regulations,” according to Clause 3, Article 229 of the Criminal Code.
Additionally, the investigation agency recommended prosecuting Nguyen Van Hau (Chairman of Phuc Son Group), Tran Huu Dinh (Director of Nam A Group Joint Stock Company), and Nguyen Thi Hang (former Vice Chairman of Phuc Son) for “Fraudulent appropriation of property” as stipulated in Clause 4, Article 174 of the Criminal Code.
According to the dossier, in 2016, the People’s Committee of Khanh Hoa Province decided to allocate over 62 hectares of land from the old Nha Trang Airport to Phuc Son Group for the implementation of the Nha Trang Commercial, Service, Financial, and Tourism Urban Center project, without conducting a land auction, to compensate for three build-transfer (BT) projects in transportation: The connecting ring road at Ngoc Hoi intersection; Ngoc Hoi intersection and roads and intersections connecting the old Nha Trang Airport area.
Up to now, all three BT projects remain unfinished and unsettled, but most of the land from the old Nha Trang Airport has been publicly divided into plots and sold by Phuc Son Group. Specifically, the group divided the land into 1,112 lots for sale through “investment cooperation contracts” and “land-use transfer progress contracts.”

As a result, Phuc Son Group sold 958 lots (with a total area of approximately 15.6 hectares) for a total value of VND 10,000 billion and collected over VND 7,000 billion from customers. However, none of the customers have received land handover as stipulated in the signed contracts.
The case of “violation of land management regulations” at the old Nha Trang Airport has been monitored and directed by the Central Steering Committee for Anti-Corruption, which instructed the conclusion of the investigation in the second quarter of 2025.
