“High-Level Meeting Convenes to Discuss Critical Land Matters”

At 2 p.m. today, [date], Deputy Prime Minister Tran Hong Ha will chair a meeting to discuss the amended Land Law with the attendance of leaders from various ministries, sectors, and local authorities.

The meeting will be held in a hybrid format, with attendees gathering at the Government Headquarters and the head offices of the People’s Committees of provinces and centrally-run cities.

The following will be present at the Government Headquarters:

– Deputy Prime Minister Tran Hong Ha.

– Acting Minister of Agriculture and Environment.

– Leaders of ministries and ministerial-level agencies: Government Office, Justice, Finance, Home Affairs, Construction, National Defense, Public Security, Foreign Affairs, Education and Training, Science and Technology, Government Inspectorate, State Bank of Vietnam.

– Leader of the Vietnam Fatherland Front Central Committee.

– Leader of the Supreme People’s Court.

– Leaders of parliamentary agencies: Committee for Ethnic Minority Affairs, Committee for Economic and Financial Affairs, Committee for Legal Affairs and Judiciary.

– Leader of the Vietnam Chamber of Commerce and Industry.

– Leaders of the following associations: Vietnam Real Estate Association, Ho Chi Minh City Real Estate Association.

– Experts: Prof. Dr. Hoang Van Cuong, Dr. Can Van Luc.

At the head offices of the People’s Committees of provinces and centrally-run cities (excluding Thanh Hoa, Nghe An, Ha Tinh, Lao Cai, and Phu Tho), the following will be present:

– Leaders of the People’s Committees of provinces and cities.

– Leaders of related provincial departments, sectors, and units (invited by local authorities).

The Government Office requests that the Ministry of Agriculture and Environment invite three enterprises to attend the meeting at the Government Headquarters and prepare 50 sets of documents to be distributed at the meeting venue.

The Land Law of 2024, passed by the National Assembly on January 18, 2024, and effective from August 1, 2024, has brought about positive changes. Over the past year, the Law and its guiding documents have gradually taken effect, contributing to economic and social development, ensuring national defense and security. Many administrative procedures have been reformed and renewed, and state management content has been updated to meet development requirements, helping to unlock resources for the country.

However, as the country embarks on a new stage of development with higher demands for prosperity, civilization, and in light of the numerous resolutions of the Party Central Committee’s Political Bureau and the Party Central Committee on socio-economic, national defense, security, international integration, and institutional building related to land management, some provisions of the 2024 Land Law have revealed limitations and fail to meet practical requirements.

Following the direction of the Party Central Committee’s Political Bureau, the Party Committee of the Government has instructed agencies to evaluate the three-year implementation of Resolution 18 and the one-year enforcement of the Land Law as a political basis for reviewing and amending the Law to ensure it aligns with the country’s development requirements and the two-level local government model.
