At the 3rd Session (special session) of the 10th term, for the 2021-2026 term, on August 28th, the HCMC People’s Council passed a resolution on commendation and support policies for collectives and individuals who perform well in population work in the city.
Accordingly, women who give birth to their second child before the age of 35 will receive VND 5 million in support from the city, an increase of VND 2 million compared to the old policy.

In addition, the HCMC People’s Council also decided to support pregnant women and newborns from poor and near-poor households, social protection subjects, and those living in Thanh An commune, Con Dao special district, with an amount of VND 2 million.
The above support includes pre-birth screening with a limit of VND 600,000, neonatal screening of VND 400,000, and a one-time cash support of VND 1 million.
Regarding collective policies, a commune that has continuously achieved and exceeded the rate of 60% of couples of childbearing age giving birth to their second child for 3 consecutive years will be proposed for a Certificate of Merit from the Chairman of the City People’s Committee, along with a support level of VND 30 million. A commune that has continuously achieved and exceeded the rate of 60% of couples of childbearing age giving birth to their second child for 5 consecutive years will be proposed for a Certificate of Merit from the Chairman of the City People’s Committee, with a support level of VND 60 million.

According to the HCMC People’s Committee, the increase in support to VND 5 million is necessary and practical to create a stronger incentive for women to give birth to their second child during their fertile years, thereby contributing to reducing health risks and improving the quality of the population.
The estimated total cost for implementing this policy in a year is nearly VND 100 billion.
Currently, HCMC is in the group with the lowest birth rate in the country. Before the merger, the city’s total fertility rate was 1.39 children/woman; after the merger, this figure rose to 1.43 but is still much lower than the replacement level that Vietnam is maintaining (2-2.1 children/woman)
A Proposal to Reduce Land Use Fees for Residential Purposes
HoREA has proposed that in the event of a Government Resolution, the collection of land use fees when converting agricultural or non-agricultural land to residential land should be clearly specified. They suggest a reduction from 30% to 20% for land within the allocated residential land limit, and from 50% to 30% for land exceeding this limit.
Authorized Property Document Certifications: Empowering Township Officials
The Chairman of the People’s Committee at the communal level in Ho Chi Minh City is authorized to delegate the certification of contracts and transactions related to property, land use rights, and housing in accordance with the law on land and housing. This includes the certification of agreements on the division of inheritance, where the inheritance consists of movable property, land use rights, and housing as per the relevant laws.
