The Military Defense Investigative Agency confirmed that it has concluded its investigation into the criminal case involving “violations of land management regulations” and “fraudulent appropriation of assets” related to the Phuc Son Group in Khanh Hoa Province and several other localities.
According to the Military Defense Investigative Agency, after completing the investigation, the agency transferred the case file to the Central Military Procuracy to prosecute the accused.

The accused include Nguyen Chien Thang, Le Duc Vinh (both former Chairmen of Khanh Hoa Provincial People’s Committee), Dao Cong Thien (former Vice Chairman of Khanh Hoa Provincial People’s Committee), Vo Tan Thai (former Director of Khanh Hoa Provincial Department of Natural Resources and Environment), along with Nguyen Duy Cuong and Hoang Viet Quang. They are charged with “violating land management regulations” as stipulated in Clause 3, Article 229 of the Criminal Code.
The Military Defense Investigative Agency also proposed prosecuting Nguyen Van Hau (Chairman of Phuc Son Group Joint Stock Company), Nguyen Thi Hang (former Vice President of Phuc Son Group Joint Stock Company), and Tran Huu Dinh for “fraudulent appropriation of assets” as stipulated in Clause 4, Article 174 of the Criminal Code.
This case is related to the project “Urban area – Trade center – Service – Finance – Nha Trang tourism” invested by Phuc Son Group Joint Stock Company (Phuc Son Group).
The investigation determined that from 2016 to the present, Phuc Son Group, chaired by Nguyen Van Hau (aka Hau “Cannon”), has collected over VND 7,000 billion from customers through investment cooperation contracts and land transfer procedure contracts.
In October 2016, the People’s Committee of Khanh Hoa Province issued a decision to retrieve 62.3 hectares of land to assign to Phuc Son Group for the implementation of the project “Urban Center – Service – Finance – Nha Trang Tourism” (part of the old Nha Trang Airport area), including subdivisions 2A, 2, and 3.
In 2017, Khanh Hoa Province authorized project management boards to sign BT contracts for three transportation projects with Phuc Son Group, including the Ngoc Hoi traffic junction, the belt road connecting Ngoc Hoi traffic junction, and roads and traffic junctions connecting to Nha Trang Airport. The total investment for these three projects was VND 3,562 billion, and the investor was allowed to recoup their investment through 20 hectares of land in the old Nha Trang Airport area. All three BT projects were directly assigned to Phuc Son Group without going through an auction.
Phuc Son Group also has two other projects: Phuc Khanh 1 and Phuc Khanh 2 urban areas. Phuc Khanh 1 covers an area of nearly 14 hectares, while Phuc Khanh 2 spans over 49 hectares. The planning for these projects at a scale of 1/500 was approved by the People’s Committee of Khanh Hoa Province in 2014. Despite starting in 2014, both projects have yet to complete site clearance and compensation.
