Millions of Residents in Ho Chi Minh City, Dong Nai, and Tay Ninh Are in for a Treat: The 24-km Main Route of the Ring Road 3 Highway Will Be Open to Traffic by the End of This Year

As of December 31, 2025, the main route of the Ho Chi Minh City Ring Road 3 will be partially open to traffic. This includes approximately 24.1 kilometers of expressway, comprising 14.7 kilometers of viaducts, 6.4 kilometers of continuous highways, and 3 kilometers of overpasses and interchanges.

Vice Chairman of the National Assembly Vu Hong Thanh and a delegation from the National Assembly’s Economic and Finance Committee recently conducted a survey of the investment project for the construction of Ho Chi Minh City’s Ring Road 3.

According to the Ho Chi Minh City Portal on the Government Portal, the investment project for the construction of Ho Chi Minh City’s Ring Road 3 is a strategic transportation project over 76km long, passing through Ho Chi Minh City, Dong Nai, and Tay Ninh. The total investment amount is over VND 75,300 billion. The project commenced in June 2023, aiming for substantial completion by 2025 and full completion by 2026.

At the construction site, Director of the Project Management Unit for Traffic Works Construction in Ho Chi Minh City, Luong Minh Phuc, reported on the project’s progress. Accordingly, by the end of July, the total area of land acquired and handed over reached 100%. Resettlement work has been completed, and the relocation of technical infrastructure for the sub-projects is essentially finished, ensuring timely progress.

Currently, the construction packages of the sub-projects are being accelerated, ensuring the completion of the main route and the opening of the road in 2025, and the entire project in 2026.

The Ring Road 3 connecting Ho Chi Minh City, Tay Ninh, and Dong Nai, with a length of over 76 km, is being expedited to complete the road opening in stages in 2025 and the entire project in 2026.

It is expected that by December 31, 2025, the main route of the expressway, approximately 24.1 km long (including 14.7 km of viaducts, 6.4 km of the entire route, and 3 km of overpasses and interchanges), will be open to traffic. By June 30, 2026, it is planned to open the entire Ring Road 3 project in Ho Chi Minh City (a total of 76.3 km, including all parallel roads).

Mr. Luong Minh Phuc affirmed that the supply of materials is guaranteed, and the construction progress is on schedule. The local authorities have requested the National Assembly, the Government, and the ministries and sectors to continue their support and resolve any obstacles to ensure the early completion of the project, reduce traffic pressure, and promote the development of the key economic region of the South.

At the survey site, Vice Chairman of the National Assembly Vu Hong Thanh acknowledged the efforts of the Project Management Board and the contractors, stating that this project is crucial for establishing a synchronized transportation network and boosting the economic growth of the Southern region. Especially with the upcoming operation of the Long Thanh International Airport, solving the connectivity challenge is essential to ensure smooth transportation.

Regarding this issue, Vice Chairman of the Ho Chi Minh City People’s Committee, Bui Xuan Cuong, shared that the city and the localities in the key economic region of the South are expediting multiple projects to ensure synchronized connectivity. Among these, the Ho Chi Minh City-Long Thanh-Dau Giay Expressway will be expanded to 10-12 lanes and completed by 2026. The Bien Hoa-Vung Tau Expressway is also making good progress, with the section in Ba Ria-Vung Tau almost finished, and the Dong Nai section expected to be partially completed by the end of this year.

As for the Ben Luc-Long Thanh Expressway, the Binh Khanh Bridge is anticipated to be completed by the end of August 2025, and the Phuoc Khanh Bridge is being accelerated to meet the deadline for the entire route’s opening in June 2026, adding a significant connection to the south.
