The 30th session of the Hung Yen Provincial People’s Council of the XVII term, for the 2021-2026 term, has approved the proposal of the Provincial People’s Committee on issuing a resolution regulating the policy of supporting the team of officials, civil servants, public employees, and laborers who used to belong to the old Thai Binh Province. They are currently working at provincial-level agencies in the administrative and political center of Hung Yen Province after the merger of the two provinces effective July 1st.
According to the new policy, each person will receive a monthly support amount of VND 3 million for 12 months from the effective date of the resolution. This funding will come from the provincial budget and will not be considered in calculating social insurance, health insurance, unemployment insurance, or any other allowances.

To be eligible for a month of support, one must work at the provincial-level agencies in the administrative and political center of Hung Yen Province for at least 14 days in that month. Currently, there are 3,022 officials, civil servants, public employees, and laborers who fall under this category.
As Tien Phong has reported, after the administrative unit arrangement between the old Thai Binh Province and Hung Yen Province, thousands of officials and civil servants from the old Thai Binh Province have had to commute to the Hung Yen administrative center daily.
The journey between the old Thai Binh provincial center and the new Hung Yen administrative center is over 50 km long, and there is currently no public bus service available for this route. To address this challenge, the Hung Yen People’s Committee has arranged for passenger buses to transport officials and civil servants between the two locations.
In a conversation with the Tien Phong newspaper, Mr. Dinh Gia Dung, Chief of the Office of the Hung Yen People’s Committee, shared that 22 agencies and units from the old Thai Binh Province had contacted the Hung Yen People’s Committee to request transportation arrangements. Mr. Dung also stated that this is only a temporary solution, and the province is considering long-term support options, such as operating bus routes for civil servants’ commute, providing public housing for rent, and offering allowances for living and transportation expenses.
