
Da Nang City People’s Committee signs an MoU with Tether Operations and international partners during Danang Finance and Technology Week 2025.
On August 28, within the framework of Danang Finance and Technology Week 2025 (DFTW 2025), the People’s Committee of Da Nang City and Tether Operations – a global leader in digital assets, officially signed a Memorandum of Understanding (MoU) to enhance digital infrastructure, promote smart urban governance, and foster innovation through research and application of blockchain technology and peer-to-peer solutions.
This strategic move aims to transform Da Nang into one of the pioneering localities in digital transformation, aligning with the government’s orientation in the National Blockchain Development Strategy by 2025 and beyond.
As per the agreement, Tether and Da Nang will collaborate on researching and developing blockchain-based public administration systems to enhance transparency and efficiency in the administrative apparatus. The two parties will also explore new financial models based on decentralized platforms, thereby expanding access to capital, credit, and digital payment services for citizens and businesses.
Tether commits to sharing international expertise and accompanying the Da Nang government in establishing a progressive legal framework that promotes the application of new technologies through sandbox mechanisms and innovative pilot policies.
Another important aspect of the MoU is the cooperation in human resource training: Tether and Da Nang, along with universities and research institutes, will organize training programs to disseminate knowledge about blockchain, artificial intelligence, and peer-to-peer technology. Additionally, international experts will share technical solutions for integrating Bitcoin and digital asset payment systems in the public and private sectors, contributing to comprehensive financial capacity enhancement and ecosystem modernization.

The signing event is considered a significant step in Da Nang’s development strategy, attracting international technology investment, and affirming the city’s pioneering role in blockchain and digital asset application in Vietnam.
Speaking at DFTW 2025, Mr. Nguyen Van Quang, Secretary of the Da Nang Party Committee, emphasized: “With a spirit of strong innovation for breakthroughs, Da Nang City will be an ideal and reliable destination for organizations, businesses, and corporations at home and abroad to visit and explore investment and business opportunities.”
Previously, the Vietnam Blockchain and Digital Asset Association (VBA), acting as an advisor to the city, diligently studied and selected suitable partners to contribute and propose to the People’s Committee of Da Nang City to promote the building and development of an international financial center in Da Nang. With its global experience, financial resources, and ability to implement blockchain technology in governance and public services, Tether is one of the chosen partners to accompany the People’s Committee of Da Nang City.
Ms. Nguyen Van Hien, Vice President and General Secretary of VBA, expects the cooperation between Da Nang and Tether to bring not only technological solutions but also advanced experimental regulatory frameworks, creating a foundation for Da Nang to excel in innovation and international integration.
