To promote the Vietnam-MERCOSUR (Common Market of the South) Free Trade Agreement (FTA) negotiations, on the evening of August 27, Minister of Industry and Trade Nguyen Hong Dien had a telephone conversation with Brazilian Foreign Minister Mauro Vieira.
The phone call also aimed to materialize the exchange between the high-level leaders of the two countries during the state visit to Vietnam by President Lula da Silva in March 2025 and the working trip by Prime Minister Pham Minh Chinh to attend the BRICS Summit in Rio de Janeiro and hold bilateral engagements with Brazil in early July 2025.
During the phone call, Brazilian Foreign Minister Mauro Vieira announced that he would put forward the proposal for FTA negotiations with Vietnam at the upcoming MERCOSUR meeting in early September 2025. Minister Vieira also highly valued the cooperation potential with Vietnam and believed that the signing of the FTA would open up numerous opportunities for businesses on both sides, especially in areas where the two countries have strengths, such as agricultural products, processing industry, and consumer goods. Brazil pledged its support and would coordinate with other MERCOSUR member countries to advance internal processes toward officially launching negotiations during Brazil’s rotating presidency of MERCOSUR in the second half of 2025.
Minister of Industry and Trade Nguyen Hong Dien appreciated Brazil’s support for the proposed Vietnam-MERCOSUR FTA negotiations. The minister emphasized that in the context of global economic fluctuations, the FTA between Vietnam and MERCOSUR would enable businesses on both sides to diversify their export and import markets and sources, consolidating their position in the global supply chain.
Particularly, the signing of the Vietnam-MERCOSUR FTA would not only bring concrete economic benefits to the parties involved but also serve as a testament to the trust and commitment to promoting sustainable trade between the regions.
Minister Nguyen Hong Dien suggested that the two sides should soon hold the first meeting in early September with the goal of declaring the launch of negotiations and organizing the first round of talks at the earliest possible date.
Concluding the phone call, the two sides agreed to soon organize a session to discuss in detail the roadmap for initiating FTA negotiations and the coordination mechanisms related to promoting the development of bilateral economic and trade relations.
Brazil is currently Vietnam’s second-largest trading partner in the Americas (after the United States) and the largest trading partner in Latin America.
According to statistics from the Ministry of Industry and Trade, in 2024, two-way trade between Vietnam and Brazil reached a record level of nearly US$8 billion, up 12.2% compared to 2023. Vietnam exported $2.6 billion worth of goods to Brazil and imported $5.4 billion from the South American country. In the first seven months of 2025, bilateral trade reached nearly $4.45 billion, down 3% over the same period in 2024; of which, Vietnam’s exports to Brazil reached $1.53 billion, up 0.3%. Conversely, imports from Brazil reached $2.92 billion, down 4.7%.
