International Workshop on Biofuels in Vietnam 2025: Embracing the New Era of Biofuels for a Sustainable Future
On the morning of August 27, the Ministry of Industry and Trade organized an International Workshop on Biofuels in Vietnam in 2025 with the theme “Biofuel development in the new period – Key tasks to create a sustainable fuel future for Vietnam.”

In his opening remarks, Minister of Industry and Trade Nguyen Hong Dien emphasized that the global trend is towards a greener and cleaner energy transition.

The Ministry of Industry and Trade proposes switching to using E10 gasoline from January 1, 2026
Biofuels, especially E10 gasoline, are considered a strategic solution to reducing greenhouse gas emissions, enhancing the value of agriculture, promoting the development of the green energy industry, and ensuring national energy security.
The Minister also affirmed that Vietnam has been preparing thoroughly in terms of legal framework, technical infrastructure, and production capacity to implement the synchronized use of E10 gasoline nationwide from January 1, 2026.
So far, E10 gasoline has been piloted in major cities such as Hanoi, Haiphong, and Ho Chi Minh City, and initial responses from consumers have been positive.
“However, to realize the goal of developing biofuels and completely replacing fossil fuels, we need to overcome significant challenges in technology, policies, and the market,” said the Minister of Industry and Trade.
Minister Dien also emphasized the need to enhance the domestic production capacity of biofuels as currently, we can only meet about 40% of the demand for E10 gasoline blending.
This also underscores the urgency of expanding the raw material base, increasing ethanol production capacity, and establishing strong and feasible mechanisms and policies to encourage the production, import, and strategic reserve of biofuels.
Proposed Feasible Roadmap for the Transition to E10 Gasoline from Early 2026
According to the Minister, it is necessary to accurately assess the reality and readiness of domestic enterprises in terms of production technology and infrastructure for storage, mixing, blending, transportation, and distribution of biofuels.
Based on this assessment, a feasible roadmap for the application and transition to E10 gasoline from early 2026 should be proposed, followed by higher blending ratios and eventually completely replacing fossil fuels when conditions permit.
Major enterprises such as Petrolimex, PVOIL, and Saigon Petro are also ready in terms of blending and distribution infrastructure, ensuring the synchronized supply of E10 gasoline from January 1, 2026, across the country. This lays a crucial foundation for Vietnam to confidently enter a new era where E10 gasoline becomes the only type of gasoline in circulation, completely replacing traditional fossil fuels.
