On August 29, the State Bank of Vietnam issued a document to its branches in 15 regional areas and four state-owned commercial banks, requesting their cooperation in meeting cash withdrawal and transfer demands during the upcoming National Day holiday on September 2.
To comply with the Prime Minister’s directive to distribute gifts to citizens in celebration of the 80th anniversary of the August Revolution and National Day, the State Bank has instructed its regional branches and the four state-owned banks to take the following actions:

**First**, State Bank regional branches (from Area 1 to Area 15) must meet the cash withdrawal needs of commercial banks in their respective areas during the National Day holiday, especially for denominations of VND 100,000 and lower.
**Second**, the State Bank assigns Agribank, BIDV, VietinBank, and Vietcombank to proactively coordinate with the State Treasury in their respective areas. These banks should be prepared to provide cash disbursement services to the State Treasury even outside regular working hours, including weekends and holidays, to ensure smooth cash transfers and withdrawals for the distribution of gifts to citizens.
The State Bank further clarified that the gift of VND 100,000 per person will be distributed to the entire population, totaling approximately 107 million people. The deadline for completing the disbursement is National Day, September 2, 2025. The State Bank requested the cooperation of its regional branches and the four state-owned commercial banks to ensure the timely implementation of this directive.
According to a leader from a commercial bank, “We received instructions from our head office on this matter yesterday afternoon. As this gift for citizens is funded by the central budget, the State Treasury may transfer the funds to the wards. The wards will then either distribute the funds themselves or coordinate with banks to do so, pending further instructions.”
Previously, the Prime Minister issued Official Dispatch No. 149/2025 regarding the gift distribution to citizens on the occasion of the 80th anniversary of the August Revolution and National Day. The gift amount is set at VND 100,000 per person, allowing everyone to celebrate Independence Day.
In the Official Dispatch, the Prime Minister instructed the Ministry of Finance, the State Bank, the Ministry of Public Security, and the People’s Committees of provinces and centrally-run cities to coordinate closely and immediately start verifying the list of beneficiaries. The gift distribution should be completed as soon as possible, preferably before National Day, September 2, 2025, using appropriate methods such as bank transfers or direct payments.
