State Treasury Adjusts Operations to Ensure Timely Distribution of Government’s Holiday Gift to Citizens

The State Treasury has issued Official Dispatch No. 9823 on August 29, 2025, to adjust its system operations and ensure the timely distribution of the government’s gift of VND 100,000 to citizens before the National Day holiday on September 2.

Accordingly, the State Treasury decided to temporarily halt the plan to switch to the 8-digit bank codes of commercial bank branches where the State Treasury holds accounts. This plan was previously mentioned in Official Dispatch No. 9748 dated August 26, 2025. However, to prioritize the task of distributing the National Day gifts, the switch will be postponed and only implemented after a new announcement.

The State Treasury’s top priority is to ensure that all gifts, whether through bank transfers or cash, reach the citizens before September 2, 2025. The process must be swift, comprehensive, and accurate, avoiding any delays or errors in the distribution.

To meet this deadline, the State Treasury requires its units to arrange for officials (including leaders and professionals) to work continuously during the National Day holiday from August 30, 2025, to September 2, 2025. Their main task is to promptly process payments and disbursements of policies and benefits to the people, ensuring no interruptions.

At the same time, the State Treasury also focuses on serving the payment of policies and benefits to individuals affected by the reorganization of the apparatus according to Decree No. 178/2024/ND-CP (in case of requests from budget users).

The State Treasury directs the officials of the professional departments and transaction offices to recognize that the task of paying the gifts and policies on this occasion is a top political task. Therefore, the entire system must prioritize leadership, direction, and organization to ensure compliance with regulations, timeliness, and effectiveness, thus ensuring social security and strengthening the people’s trust.

Vaccine Fund Surplus of Over VND 3,400 Billion Transferred to the State Budget

According to the State Treasury, the total mobilized amount of the COVID-19 Vaccine Fund was VND 11,084 billion, including VND 389.6 billion in interest from bank deposits. Of this amount, VND 7,671.4 billion has been disbursed, mainly for vaccine purchases (VND 7,666.9 billion).

As of now, the remaining balance in the Fund is VND 3,418 billion (including foreign currency conversion and exchange rate differences), which has been transferred to the state budget as stipulated.

According to Resolution No. 206/NQ-CP dated July 8, 2025, of the Government, the State Treasury has completed the closure of the Fund’s account, financial reports, and the transfer of the entire remaining balance to the state budget in September 2025. This marks the conclusion of the Vaccine Fund’s historic mission.
