“Standardizing Training and Certification to Elevate the Professionalism of Real Estate Brokers”
The Vietnam Real Estate Brokers Association (VARS) and the Vietnam Real Estate Research and Evaluation Institute (VARS IRE) recently organized a workshop on “Standardizing Training and Certification – Elevating Professional Brokers” in Ho Chi Minh City. The event was attended by leaders from the Ministry of Construction, representatives from the Department of Construction, experts, businesses, training institutions, and a large number of journalists.
According to a survey released by VARS IRE, 89% of real estate brokers lack valid practice certificates or have expired ones; 51.8% have never participated in formal training; 93% wish to take the examination; and 72.6% are unaware of qualified training institutions. This situation creates a significant gap in professionalizing the real estate brokerage workforce.

At the workshop, Mr. Vuong Duy Dung, Deputy Director of the Housing and Real Estate Market Management Bureau, Ministry of Construction, emphasized that standardizing training, examinations, and certification is not only a legal requirement but also an important task to protect the rights and interests of the people, enhance transparency, and promote the stable and sustainable development of the market.
From a legal perspective, Lawyer Le Trong Them, Director of LTT & Partners Law Firm, warned: “Practicing without a valid certificate can result in fines of tens of millions of dong and may lead to disputes, litigation, and direct harm to customers. Not only individuals but also businesses employing unqualified brokers can be subject to additional inspections and penalties.”
Mr. Them also stated that if the situation of low-quality training and unlicensed practice continues, the market risks falling into a vicious cycle of declining service quality, eroding investor confidence, and losing the management agency’s control over the practicing workforce.
Many experts also pointed out the shortcomings in the current training system. Some institutions, despite lacking the necessary qualifications, attract students with low tuition fees and short course durations, while compliant training providers struggle with enrollment. This leads to a situation where students focus on obtaining certificates rather than quality education. Additionally, many learners who want to “get certified quickly” opt for condensed programs lacking practical components, resulting in unhealthy competition.
Drawing from international experiences, several participants suggested that Vietnam should promptly standardize the curriculum, unify certification codes nationwide, issue a national question bank, and organize examinations following transparent and objective standards. In countries like the United States, Singapore, and South Korea, broker licensing examinations are conducted at the national level with stringent procedures, and new brokers are often required to work under supervision before obtaining independent licenses.
Dr. Nguyen Van Dinh, Chairman of VARS, shared that VARS has compiled a standard curriculum based on the framework provided by the Ministry of Construction and developed a set of professional standards emphasizing cultural and ethical aspects of the profession. He urged the Ministry of Construction to promptly direct local authorities to organize examinations to address the current bottleneck and gradually integrate the brokerage profession into the international arena, earning societal respect.
